2023-2024 KDOT CCLIP Project
The Kansas Department of Transportation City Connection Link Improvement Program (CCLIP) is a federal and state-funded program that provides funds to cities to address deficiencies or improve a City Connecting Link on the State Highway System. A City Connecting Link is defined as any routing of the State Highway System that is located within the corporate limits of a City. All City Connecting Links are eligible under this program except those on the Interstate System and fully controlled access sections on the Freeway System.
Abilene has been awarded $300,000 for fiscal year 2023, $300,000 for fiscal year 2024, and $400,000 for fiscal year 2025.

Under the CCLIP, a city is required to contribute up to 25 percent of the project cost based on its population, though some cities contribute significantly more. Cities under 2,500 in population aren’t required to provide a match.

The City of Abilene and Kansas Department of Transportation (KDOT) have awarded Ebert Construction Company, Inc. the 2023-2024/K-15 from SW 6th to UPRR contract, as outlined below. Project timeline is being finalized and will be updated on this page soon.

Bid Opening
Bids for the 2022/2023 City Connecting Link Improvement Program, CCLIP, project were opened.
The bid opening for the KDOT CCLIP Project: K-15 Overlay - SW 6th to UPRR was held on September 28, 2023 at 2:OO pm. Ebert Construction Co., lnc. from Wamego, KS and APACKansas, lnc. from Salina, KS were the two bidders. Ebert Construction Co., lnc. was the apparent low bidder with a bid totaling $1,010,732.87 with no alternate bid.

City Commission approved the bid by Ebert Construction Co., Inc. for the 2023-2024 Kansas Department of Transportation (KDOT) CCLIP Project - K-15 Overlay, SW 6th to UPRR.

Construction Begins for Storm Drainage Infrastructure
Construction on storm drainage infrastructure is anticipated to begin between SW 6th and the Union Pacific Railroad the week of November 27, 2023, weather permitting.
A timeline for construction to the roadway will be released soon. During road construction, traffic will be reduced to a single lane each direction; K-15 will not be closed.
Project Complete
The 2023-2024 CCLIP Project, extending from SW 6th to UPRR is now complete.
The 2025 CCLIP Project will begin in the spring or summer of 2025 and a project will be created to outline the project scope and phases, just as was done for the 2023-2024 project.
