NE 72nd Avenue, NE 86th/87th Avenue and 97th/98th Avenue
What's happening now?
We're wrapping up our first phase on community engagement and are summarizing all the input we received from our survey and interactive map, stakeholder conversations and neighborhood presentations. Based on our technical analysis, feedback from the Transportation and Mobility Commission and community input, we're developing design concepts for each corridor. Join us at the next Transportation and Mobility Commission meeting on April 7, 2026 (in-person or virtually) where we will present findings from community engagement phase 1 and share preliminary design concepts.
Project Overview
In 2025 and 2026 the City is working on three Corridor Projects in advance of pavement work occurring as early as summer 2027. The 2025-2026 Corridor Projects will consider safety and mobility elements and explore opportunities to make travel safer and more comfortable for all road users along the following three corridors:
- NE 72nd Avenue from NE 40th Street to NE 78th Street
- NE 86th/87th Avenue from E Mill Plain Boulevard to NE Fourth Plain Boulevard
- 97th/98th Avenue from SE 10th Street to NE 39th Street
Each of these three corridors provide important connections to community resources including schools, parks, trails, transit and other transportation corridors, like Fourth Plain Boulevard and Mill Plain Boulevard. These corridors are also identified in the 2024-2044 Transportation System Plan (TSP) as important pedestrian and bike/small mobility network connections for people walking, rolling, biking, using small mobility devices or accessing transit.
Project Goals
These Corridor Projects will evaluate how each corridor can better meet the needs of people walking, biking, using a mobility device, accessing transit and driving. In addition to advancing the vision established in the TSP, project goals include:
- Safety: Improve safety and create facilities for all ages, abilities and modes of travel.
- Equity: Engage with members of the community and provide solutions that benefit the full range of community members.
- Climate: Identify solutions that advance climate goals to transition to clean, green modes of travel.
- Connectivity: Implement active transportation connections in alignment with the Transportation System Plan Modal Networks.
NE 72nd Avenue
- Project Area: NE 72nd Avenue from NE 40th Street to NE 78th Street
- Posted Speed: 25 to 30 MPH
- Transit Connections: Bus Routes 32 and 78 at NE Vancouver Mall Drive
Existing Conditions and Opportunities:
- Inconsistent bicycle/small mobility lanes. There is opportunity to add and improve bicycle and small mobility facilities to meet current design guidelines.
- Lack of a continuous sidewalk. There is opportunity to fill the gaps in the sidewalk network to increase access and connectivity for those walking and rolling.
- There are no mid-block crossings. There is opportunity to add safer crossings per the Pedestrian Crossing Policy.
- In 2023, a Neighborhood Traffic Calming Project instealled two radar speed feedback signs between 15th Street and 20th Street.
- Mix of land uses along the corridor.
- On-street parking is sporadic along the corridor.
- Redesign of the nearby Oakbrook Park completed in September 2025.
- In 2022, a Neighborhood Traffic Calming Project added speed tables to slow traffic from NE 63rd Street to NE 78th Street.

NE 86th/87th Avenue
- Project Area: NE 86th/87th Avenue from E Mill Plain Blvd to NE Fourth Plain Blvd
- Posted Speed: 25 MPH
- Transit Connections: Vine on NE Fourth Plain Blvd and Mill Plain Blvd, Bus 30 on NE Burton Road
Existing Conditions and Opportunities:
- NE 86th/87th Avenue provides an access point to the Burnt Bridge Creek Trail.
- Portions of the corridor have concrete median islands. Some segments of the corridor have a center-running two-way left turn lane.
- There are stretches of the roadway where there are not marked crossings. There is opportunity to add safer crossings per the Pedestrian Crossing Policy.
- Sidewalks are missing in some sections. Where sidewalks are present, the width and condition of the sidewalk is inconsistent.
- Mix of land uses along the corridor.
- On-street parking is sporadic along the corridor.
- Redesign of the nearby Oakbrook Park completed in September 2025.
- In 2022, a Neighborhood Traffic Calming Project installed two radar speed feedback signs between 15th Street and 20th Street.

97/98th Avenue
- Project Area: 97th/98th Avenue from SE 10th Street to NE 39th Street
- Posted Speed: 25 MPH
- Transit Connections: Vine on Mill Plain Blvd, Bus 30 on NE Burton Road
Existing Conditions and Opportunities:
- Inconsistent bicycle/small mobility lanes.There is opportunity to add and improve bicycle and small mobility facilities to meet current design guidelines.
- Lack of continuous sidewalk. There is opportunity to fill the gaps in the sidewalk network to increase access and connectivity for those walking and rolling.
- There are stretches of the roadway where there are not marked crossings. There is opportunity to add safer crossings per the Pedestrian Crossing Policy.
- Wide travel lanes, shoulder and buffer areas could potentially be repurposed; The powerline corridor has parking along the shoulder of the roadway, flanked on each side by open space.
- On-street parking is sporadic along the corridor.
- Redesign of the nearby Oakbrook Park completed in September 2025.
- In 2016, a Neighborhood Traffic Calming Project installed radar speed feedback signs on NE 97th Street between Mill Plain Blvd and 9th Street.
