Evergreen Park ARPA Improvements

Evergreen Neighborhood Park (3500 E 4th Plain Blvd.) is getting new features to make it more comfortable and welcoming for the community. This 4-acre park serves the Fourth Plain Village neighborhood in west-central Vancouver and is one of the sites for the City’s Summer Playgrounds program.

Project overview

The improvements at Evergreen Park are being funded through Fourth Plain for All, a City plan to invest over $25 million into central Vancouver neighborhoods near Fourth Plain Boulevard. This funding comes from the federal American Rescue Plan Act (ARPA). The project team worked with local community members to develop a plan that includes various investments in the Fourth Plain area, and upgrades at Evergreen Park were part of this plan.

The Fourth Plain for All Investment Strategy Committee identified five key improvements for the park:

  • New Picnic Shelter: A shaded shelter with a unique “leaky roof” design. It offers protection from the sun while helping discourage misuse during rainy weather.

  • Single-User Restroom: A compact, prefabricated restroom that’s easier to access and maintain.

  • Basketball Half-Court: A refreshed half-court that’s great for all skill levels and can be used for other types of play too.

  • New Benches and Picnic Tables: Replacing old benches and adding group seating to give people more places to sit and relax throughout the park.

  • New Playground Equipment: The current playground was installed in 2001 and is showing its age. It doesn’t meet today’s ADA standards and could become unsafe if not replaced. We’ll ask for community feedback to choose the equipment theme and style.

These improvements represent a $1 million investment in Evergreen Neighborhood Park.

Neighborhood involvement

Now that the park improvements are planned and funding is in place through Fourth Plain for All, park planners want to hear from neighbors to help design the new playground. The playground pre-design survey has closed. We'll share updates and additional opportunities to share your feedback as they become available.

Project Timeline

July–August 2025: Community Engagement and Pre-Design
We’ll reach out to neighbors to explore park improvements and play equipment preferences and themes.
September–October 2025 Finalize Design
Neighbors and City staff work together through online surveys and in-person meetings to create the final design within the budget and following safety and accessibility requirements.
November 2025–August 2026: Construction Preparation
Construction documents are created and materials are ordered based on the approved design. A contractor is selected through the City’s bidding process.
