Our Vancouver - Comprehensive Plan 2045

The City has been working together with community members (you!) to create Our Vancouver, an updated comprehensive plan that will guide the city’s growth and development over the next 20 years.
We're updating the plan to manage growth, meet State requirements, and reflect local values. Our current plan is from 2011 -- It doesn’t reflect big changes like remote work, climate action, or new state housing laws. We’re expecting 81,000 new neighbors by 2045, which means we will need at least 38,000 more homes and 43,000 more jobs. Vancouver continues to grow and change, and having an updated comprehensive plan will help us do this in a way that meets our community vision.
Over the past three years, many of you have been a part of the process and provided input at more than 100 different meetings and events - THANK YOU! Your ideas have shaped this plan every step of the way.
What's happening now?
At their April 28 public hearing the Planning Commission recommended the plan, map, and code for adoption to City Council. At the May 11 City Council meeting, the Council voted to move forward with the adoption process, scheduling the public hearing for June 1.
Now, the proposed plan, map, and code will go back to Council on June 1 for adoption.
The proposed plan, map, and code are supported by the Final Environmental Impact Statement (Final EIS). It includes analysis of the Preferred Alternative. Changes and additions since the Draft EIS are shown in underline/strikethrough. The Final EIS also includes responses to substantive comments from the Draft EIS. Common responses are in Chapter 6, beginning on page 250 of the PDF. Responses to individual comments are in Appendix E, beginning on page 340 of the PDF.

What's Next?
Once the plan is approved by City Council, elected officials and city staff use the updated plan to align projects, programs, and policies and do their day-to-day work.
The Plan and Code are policy and regulatory changes, not a City-led development project. So once adopted, changes resulting from the updated plan and code are expected to occur incrementally over the next 20 years. Change will be gradual, localized, and informed by policies, market forces, and individual property owner choices.
While the updated Plan establishes a vision through the year 2045, the Plan and Code can and will be updated sooner than that. This allows us to be flexible and adapt to future changes and outcomes. Minor updates to the Plan and Code usually happen each year. A full review and update of the plan is required at least once every 10 years.
