General Information
On January 23, 2025, the City Council decided to hold a special election to fill the 4th District Council seat that was vacated by Councilmember David Silva upon his election as Mayor in the November 2024 regular election. Per the provisions of the California Elections Code, the election date of August 26, 2025 was established. The election is being conducted by the Santa Barbara County Elections Division, which has prepared and mailed the ballots, will collect and count the cast ballots, and certify the elections results.
This is an ALL MAIL BALLOT ONLY election. There will be NO polling places for this election. All eligible registered voters in the City of Buellton, City Council District 4, will automatically receive an OFFICIAL BALLOT, return envelope and a voter information guide providing details on the election and how to vote and return your Vote by Mail ballot.
Voters who damage, misplace, or do not receive their ballot can obtain a replacement ballot from the County of Santa Barbara Elections Office starting July 28, 2025, through Election Day located at:

August 26, 2025, 8:00PM Semi-Official results will be provided to the City of Buellton shortly after 8:00 pm and can be viewed on their website.
August 29, 2025, 11:00AM 1% Manual Tally of ballots will commence.
September 12, 2025 Certification of the Election on or before September 12, 2025.
Ballots must be postmarked no later than August 26, or must be placed in the Ballot Box no later than 8:00 pm on August 26 to be valid. There is no polling location to drop ballots. BALLOTS MAY NOT BE DROPPED IN THE CITY HALL UTILITY BILL PAYMENT BOX OR IN CITY HALL! City Staff cannot accept ballots, nor convey them to the Elections Division staff or the Ballot Box. Ballots left in a location other than the official Ballot Box or a US Mail box will not be counted.

Ballots mailed to District 4 Registered Voters
Election Day
Ballots must be deposited in the Official Ballot Box at Buellton City Hall or postmarked no later than 8:00 pm.
Ballots that have been recieved by 8:00 pm on this date will be counted and Initial election results will be posted some time after the 8:00 pm poll closure.
Election Update
Elections Office will count valid ballots that have been recieved by mail after Election Day and will report to the City for posting on the City's website and on this page.
One Percent Manual Tally
A manual tally of ballots will be conducted during the official canvass period which begins August 27 and must be completed no later than September 25, 2025. The random selection of batches to be tallied will occur on August 29, 2025, at 11:00 am Manual Tally processing will tentatively begin on August 29, 2025, and continue during 9:00 am – 12:00 pm and 1:00 pm – 4:00 pm. The random selection of batches to be tallied and the manual tally will take place at the County of Santa Barbara Elections Division Main Office located at 4440-A Calle Real, Santa Barbara, California.

Election Certification
The Elections Office anticipates certification of the election (to include the counting of any remaining valid ballots) by this date. Upon receipt of certification by the City, the results of this certification and the final vote count will be posted on the City's website and this page.
