Highway 385 (Common Street, Gulf Highway) Overlay District

Why create an overlay district?

Improving the visual aesthetics along main commercial corridors not only enhances the neighborhood characteristics of the area but also significantly boosts the overall quality of the surrounding community. This holistic approach increases property values and ensures compatibility between developments, creating a more cohesive and appealing environment for residents and businesses alike.

What are the proposed boundaries for the overlay district?

The proposed Highway 385 Overlay District will stretch for about 8 miles, with a depth of approximately 400 feet on both sides. This new Overlay District would begin at the Lake Charles city limits in the north and continue southward, ending at the Cameron Parish line.

Frequently Asked Questions About Overlay Districts

What is an overlay district?
An overlay district is a specially designated area, usually along major road corridors, that requires specific design standards for development. These standards include, but are not limited to, certain building façade, landscaping, and parking requirements.

What is the purpose of an overlay district?
The purpose of an overlay district is to improve the visual aesthetics along the main corridor, enhance the neighborhood characteristics of the area, and elevate the overall quality of the surrounding community. Overlay districts also increase property values and ensure compatibility between developments.

Will my property be affected by this overlay district?
All current permitted structures located within the boundary of the overlay district are exempt from complying with the overlay district regulations, except when a residential use converts into a business-type use or when an existing business is damaged, renovated, or expanded by more than 75% of the building's square footage or the market value of the structure.

Will this change my property taxes?
Property taxes will change if property values change, which can be for many reasons. Property taxes are based on use, not zoning. For more information on how properties are assessed, you can contact the Calcasieu Parish Tax Assessor’s Office at 337-721-3000.

Will my zoning classification change?
No, your zoning classification will not change. This overlay district is not a rezoning. It will “overlay” the underlying zoning district and will keep all the permitted uses of the underlying zoning district in place. Your zoning classification will remain the same unless you file a request for a rezoning on your property.
