David Bayou Regional Detention Facility (Gravity Drainage District No. 1 Project)

Gravity Drainage District 1 (West) is set to begin construction on the David Bayou Regional Detention Facility, a major project aimed at reducing flooding and improving stormwater infrastructure in the area. Located at the west end of Urban Street in Sulphur, LA, the facility will help protect nearby neighborhoods by capturing and slowing runoff during heavy rain. It will have a 13.5-acre-foot capacity and a maximum depth of 10.5 feet.

  • Total Cost: $2.5 million
  • Includes $1.9 million in funding from ARPA via the Calcasieu Parish Police Jury
  • Engineering Firm: Bluewing Civil Consulting LLC

Police Jury President Judd Bares highlighted the project’s legacy:

“This was an important project to former Juror Tony Tramonte. Tony was passionate about improving drainage and flood protection for our communities. His dedication laid the foundation for this facility, and we are proud to continue his vision.”

District 13 Police Juror Joe Andrepont added:

“It’s a smart investment that addresses long-standing drainage problems. This will help protect homes and families from severe weather.”
