Town Center Intersection
Emphasizing traffic safety and community well-being, the Town Council's 2024 goals include implementing engineering improvements and funding for the Town Center Intersection. The Town Center Intersection consists of intersections along Route 77/Ocean House Road at Scott Dyer Road and Shore Road. The location poses many safety concerns for pedestrian and vehicle travel and has been identified by the Maine Department of Transportation (MaineDOT) as a high-crash location and has generated significant community interest.
While the location has been studied multiple times since 1990, the 2020 Town Center Transportation Study by TYLin outlined recommendations from which Sebago Technics refers to in the development of town center intersection improvement project. On March 11, 2024, Nikki Conant of Sebago Technics, presented an intersection improvement plan to the Town Council which proposed aligning the intersections to 90-degree angles -- i.e., "squaring up" -- and establishing 11-foot travel lanes and five-foot shoulders.
Following Town Council and community appeal for alternative design options, Sebago Technics were retained to complete additional traffic analysis and provide additional intersection treatments for the Town Center Intersection. On July 8, 2024 a presentation from Conant included: A re-analysis of traffic volumes with updated data (2022 versus 2019); Reevaluate the warrants for traffic signalization; and consideration for roundabout alternatives.
In addition to the original "squaring up" design, three more traffic treatments have been added for consideration. These include a roundabout at Scott Dyer Road, a roundabout at Shore Road, and a peanut roundabout. The impacts of operations, right-of-way, abutting access, and cost/funding for each option have been provided.
Next steps include a public forum on Wednesday, August 21, 2024 at 7:00 p.m. at Town Hall. Recommendations will be forwarded to the Town Council in anticipation of a September 9, 2024 vote on how to proceed.
