Residents along Ridgecrest Road, South Dixon Avenue, and Dry Avenue have expressed concerns to Cary related to the volume and speed of vehicle traffic moving through the area. Staff responded to these concerns by collecting and reviewing data on travel behaviors in conjunction with an effort to engage the community to understand their preferences. While this project is focused to traffic calming and control upgrades, staff recognize that mobility through this corridor is impacted by many complementary factors. Commonly, sidewalk connectivity and street lighting are included in discussions of traffic safety so Cary staff would like to highlight the programs and resources that are available for each. Cary staff have performed a preliminary evaluation of travel trends and noted that it appears a significant percentage of drivers are using Ridgecrest Road, South Dixon Avenue and Dry Avenue to cut through downtown from High House Road. After reviewing opportunities to reinforce the residential nature of this community road network, staff identified a series of Traffic Control Safety Upgrades for this corridor. In addition, at the request of several community members, staff have recommended Traffic Calming for both Ridgecrest Road and Dry Avenue.
Staff's recommendations are exhibited in the Supporting Documents section, along with a Traffic Summary Report presenting the data evaluation that helped inform the recommendations.
Cary staff endeavored to develop a design to improve mobility for all users, including cyclists, pedestrians and vehicles. Throughout this process, we want to make sure that the voices of the neighborhood are heard and that the design reflects the preferences and wants of the community, in addition to promoting traffic safety. To achieve this, several preliminary concepts were developed to spark discussion and offer options to the residents for their review. These options are exhibited as Initial Concepts A thru F, posted to the Documents section below, and were presented to the community, along with an online survey, for citizen feedback during the fall of 2022.
A summary of the poll results, staff's interpretation of their meaning for the future of this project, and responses to the comments received are included in the Survey Summary & Comment Response posted below in the Supporting Documents.
In response to the input from residents, both through the survey and some direct conversations, staff have taken some of the initial concepts and combined them with Traffic Control Safety Upgrades appropriate to the corridor, creating a comprehensive design for the Ridgecrest/Dixon/Dry corridor.
This design was presented for further citizen input during an Open House meeting held at Cary Town Hall on November 30, 2023. The Exhibit Boards shared with the community members, along with the Presentation and several documents shown therein, are posted to the Supporting Documents section. Staff then updated this comprehensive design based on some of the feedback received during the Open House.
