
Neighborhood Traffic Calming Program (NTCP)
The Neighborhood Traffic Calming Program (NTCP) is designed to improve safety and livability in residential areas by addressing traffic concerns such as speeding, cut-through traffic, and pedestrian safety.
Through this program, the County works with residents to evaluate concerns and implement appropriate traffic calming measures where warranted.
How the Program Works
Request Submitted
Residents submit a traffic concern through the County’s reporting system, see click report.Evaluation
Staff collects traffic data and evaluates roadway conditions.Project Selection
Eligible locations are prioritized based on established criteria.Design & Community Input
Proposed solutions are developed and shared with the neighborhood.Implementation
Approved traffic calming measures are installed.
Types of Traffic Calming Measures
Examples of tools that may be used through the NTCP include:
• Traffic circles
• Curb extensions
• Signage and pavement markings
• Road narrowing treatments
• Other MUTCD-compliant traffic calming solutions as needed
Note: Speed bumps or humps are not utilized for traffic calming in Charles County at this time. Speed bumps have been found to have a lesser impact on speeding, and create challenges for emergency services vehicles and snow removal.
Program Eligibility & Prioritization
Projects are evaluated based on factors such as:
• Traffic speed and volume
• Crash history
• Presence of schools, parks, or pedestrian activity
• Roadway classification
• Number of driveways or conflict points along a given roadway
