The Chicago Police Department (CPD) is collaborating with Matrix Consulting Group to conduct a comprehensive analysis of its workforce allocation across the agency. This effort is aimed at evaluating and improving staffing levels to ensure public safety resources are both sufficient and efficiently deployed. By aligning workforce needs with the requirements of the consent decree, CPD is committed to enhancing its operational capacity while fostering trust and accountability with the communities it serves. This study will play a critical role in ensuring the Department meets the evolving needs of Chicago’s residents while adhering to national best practices in policing.

With a strong focus on compliance and community-centered solutions, this analysis will examine key priorities such as patrol staffing models, field training ratios, crisis intervention resources, and district-level efforts to strengthen neighborhood partnerships. The study will unfold in a deliberate, five-phase process scheduled for completion by the end of Q1 2026. Chicagoans’ voices and concerns are essential to shaping the outcomes of this initiative and ensuring the recommendations reflect the realities experienced across the city. As CPD moves forward, the goal remains clear: to work collaboratively in building safer, more cohesive communities while strengthening the Department’s capacity to respond effectively and equitably to public safety challenges.
