2025 Comprehensive Plan Amendment Applications
Consistent with the Growth Management Act (GMA), the City of Bainbridge Island accepts requests to amend the Comprehensive Plan every three years. Any associated rezone request must be submitted concurrently. Comprehensive Plan Amendment (CPA) applications will only be accepted January 2 through February 28, 2025 (4pm). The process is described in BIMC 2.16.190 for CPAs and BIMC 2.16.140 or BIMC 2.16.180 for rezones.
Bainbridge Island’s current ten-year periodic update to the Comprehensive Plan is anticipated for adoption in June 2025. Comprehensive Plan Amendment applications will be assessed against the 2016 Comprehensive Plan until such time as the 2024 Comprehensive Plan Periodic Update and Winslow Subarea Plan Update become available, at which point applications may be assessed against those updates as well.
Begin the Online Application Process
- Submit a Preapplication Conference Request - a Preapplication Conference with City staff is required prior to submitting a CPA application. You will receive a Preapplication Letter from City staff summarizing applicable requirements and considerations.
- Prepare a Land Use Permit Application for permit type "Comprehensive Plan Amendment" and "Rezone", if applicable.
- Prepare the submittal documents listed in the City's Administrative Manual on page 11 for CPAs and page 17 for Rezones as well as any additional documents specified in your Preapplication Letter.
- Submit your application package.
