Improving Tottenham High Road

Haringey Council has taken a proactive approach to supporting improvements along the High Road, with a range of place-making, community, and economic projects to support local communities and businesses. This is in direct response to feedback from local communities about the issues they are facing, and the opportunities they see along the High Road. These improvements have previously been delivered through the “Growth on the High Road” (Mayor of London funded) programme.

Tottenham's High Road is the social and economic heart of vibrant and growing communities. Connecting distinctive centres, the High Road supports retail, civic, employment, cultural, wellbeing, leisure, community activities and more, enriching the lives of residents and visitors.

These are supported with partnership funding from the Mayor of London, Ministry of Housing, Communities and Local Government and the Department for Digital, Culture Media and Sport.

High Road Strategy

The Tottenham High Road Strategy started in 2017. Haringey Council commissioned consultants Tibbalds, to provide a programme of proposals to improve the High Road, with particular focus on the two District Centres, Bruce Grove and Seven Sisters, with the aims of promoting:

A unique identity for the High Road and its town centres, that celebrates the diversity of place, its communities, its heritage and its culture and promotes a perception of the place that people can be proud of

A proud and resilient High Road with a strong local economy, stronger businesses and good quality jobs and includes a sustainable mix of retail, civic and leisure uses during both day and evening

Healthier, safer and greener places, streets and neighbourhoods, which are better connected and optimise opportunities for sustainable transport

An approach to projects and interventions on the High Road which provides the skills and support for local communities and businesses to engage and have a sense of ownership of their area and opportunities to succeed in their work and live fulfilling lives

An approach which attracts inward investment into the places and types of activities that have the greatest need and opportunity

The Strategy provides ideas for a range of projects that are aimed at addressing issues and taking opportunities related to the High Road, including improvements to streets and highways, working with landowners to enhance historic buildings and other buildings, especially where this can lead to more jobs, promoting creative and arts projects, particularly where these can involve local people, providing business support initiatives to enhance the local economy and working with partners to better arrange buildings and land to make spaces cleaner and safer.

The Strategy was approved by Haringey Council's Cabinet in early 2019.

Future High Streets Fund

Future High Streets Fund (FHSF) is a central Government initiative to support and fund local areas’ plans to make their high streets and town centres fit for the future.

Haringey Council was successful in its bid for investment for Tottenham High Road, covering from Bruce Grove to Seven Sisters. The purpose of FHSF funding is to “…renew and reshape Tottenham High Road in a way that improves experience, drives growth and ensures future sustainability”.

Seven core challenges have been identified that the FHSF seeks to respond to:

Tackling crime to make Tottenham safer

Safeguarding and adapting the town centre offer

Defining and reinforcing an identity for Tottenham High Road

Delivering housing as part of a suitable mixed-use neighbourhood

Adapting the High Road to be smarter and more connected

Delivering a healthier High Road

Supporting the response to the impact of Covid-19

The High Streets Heritage Action Zone (HSHAZ) Programme

The High Streets Heritage Action Zone (HSHAZ) Programme is a nationwide initiative managed by Historic England and designed to secure lasting improvements to historic high streets for the communities who use them through a combination of physical works to buildings, cultural activities and events, and community engagement. The programme is funded by Ministry of Housing, Communities and Local Government (MHCLG) from the Future High Streets Fund Programme, with additional funding from DCMS’s Heritage High Street Fund and the National Lottery Fund for Heritage.

Bruce Grove town centre has been awarded just over £2m from Historic England’s High Streets Heritage Action Zone programme to set up the Tottenham High Street Heritage Action Zone in Bruce Grove.

This is part of the £95 million government funded High Streets Heritage Action Zone programme that is being delivered by Historic England to unlock the potential of over 60 high streets across the country. Haringey Council will be match funding, taking the project total to around £5m.

Good Growth Fund

The Good Growth Fund (GGF) is the Mayor of London’s regeneration programme which aims to support growth and community development in London. Haringey Council was successful in its bid for £2m GGF investment in Bruce Grove. The overarching objectives of the Tottenham GGF programme are:

• Promoting Bruce Grove’s unique identity, reflecting the area’s diversity and culture

• Promoting a strong, resilient economy through the diversification of town centre activities

• Healthier, safer, greener and more connected places, streets and neighbourhoods

• Engaging local communities in changes to their town centres

• Promoting inward investment towards the areas of greatest need and opportunity.

The funding will unlock economic investment, whilst creating opportunities for local residents and businesses to become much more involved in and benefit from Tottenham’s regeneration through meaningful engagement, community empowerment, business and enterprise support. There will also be a particular focus on the Food and Beverage sector, celebrating its existing presence in the area alongside a history of food production in Tottenham.
