CSRD Solid Waste Management Plan Update
Building a Cleaner Future Together
The CSRD's Solid Waste Management Plan (SWMP) survey and public engagement events are now complete. Up next will be the release of our consultant's What We Heard report, which will be presented at an upcoming CSRD Board meeting. We will use this feedback to finalize the report, which will then be submitted for approval by the Ministry of Environment and Parks. Once the Ministry reviews the report, they may provide additional feedback before the plan is officially adopted.
Background on the SWMP
Managing waste isn’t just about what goes into the landfill. It’s about reducing what we throw away, improving recycling and composting, diverting waste from the landfill, and handling everything from household garbage to construction debris.
That’s why we’re updating the CSRD Solid Waste Management Plan (SWMP), and we want your feedback to help shape our strategies.
Waste isn’t free. Every item discarded carries a cost - from the resources used to make the item, to handling, processing and its environmental impact. Effective waste management builds climate resiliency, operates efficiently, and keeps costs sustainable for the community.
The SWMP: What It Is and Why It Matters
The SWMP is the CSRD’s long-term roadmap for managing garbage, recycling, and waste reduction. It helps us make smart decisions to protect the environment, meet provincial requirements, and secure the infrastructure we need for years to come.
The Ministry of Environment and Parks requires all regional districts to create and regularly update these plans to comply with provincial rules and adopt best practices.
Why update it now?
A 2022 review of our current Solid Waste Management Plan identified key priorities, including the need for fully engineered landfills and securing sufficient landfill capacity for the future. Provincial regulations are evolving, making this the ideal time for an update.
Under the Environmental Management Act, administered by the Ministry of Environment and Parks, all regional districts must prepare and submit an updated solid waste management plan for provincial approval. The CSRD is required to complete a full plan renewal by the end of 2028.
Meaningful public engagement and First Nations consultation are essential to this update, so the process needs sufficient time to be conducted thoughtfully and thoroughly.
