The Whittenton Mills Redevelopment Project represents one of the most significant revitalization efforts in Taunton’s recent history.

Located along the Mill River in the Whittenton neighborhood, the former industrial complex — once a cornerstone of Taunton’s textile and manufacturing heritage — will be transformed into a mixed-use, residential and commercial development that brings new life, housing, and opportunity to our city.

This project will include:

  • 390 new apartment units designed for a mix of families, professionals, and seniors.
  • 10,000 square feet of new commercial and retail space to support local businesses and services.
  • Infrastructure improvements including upgraded water and sewer lines, modernized roadways, new sidewalks, and public green spaces.
  • Enhanced flood mitigation measures to protect the area from future storm events and preserve the integrity of the river corridor.

Why This Project Matters

Preserving Taunton’s Heritage

The Whittenton Mills complex has stood as a historic landmark for over a century. By redeveloping the site rather than leaving it vacant or derelict, the city is preserving its historic character while adapting it to meet modern needs. Key structures will be stabilized or repurposed, maintaining the mill’s distinctive architectural presence within the community.

Addressing the Housing Shortage

Taunton, like many Massachusetts communities, faces increasing demand for quality housing. This project will provide nearly 400 new homes, helping to ease pressure on the housing market and offering new options for residents — from workforce apartments to market-rate units.

The development will also stimulate nearby property values and encourage complementary investments in neighboring areas.

Boosting Local Economic Growth

With new storefronts, small business opportunities, and hundreds of new residents, Whittenton Mills will serve as an economic engine for the northern section of Taunton. The addition of 10,000 square feet of retail and service space means new local jobs, more foot traffic, and revitalization for nearby corridors.

Modern Infrastructure & Environmental Benefits

The project includes a $3.69 million infrastructure grant through Massachusetts’ HousingWorks program, dedicated to replacing outdated utilities and improving accessibility. These upgrades will benefit the entire surrounding neighborhood, not just the new development.

Additionally, environmental planning ensures flood-resilient design and improved stormwater management along the Mill River, helping to protect local ecosystems and downstream communities.

Strengthening Community Connections

Whittenton Mills will bring new pedestrian pathways, green spaces, and public areas designed for gathering and recreation. The redevelopment aims to reconnect the neighborhood to its riverfront and foster a sense of shared community pride.
