2025 Bond Referendum

Election Day is Saturday, May 3, 2025. Early Voting takes place April 22–29, 2025.

General obligation bonds are funds borrowed by the city for specific public purposes. Usage must be approved by voters and is repaid with property tax revenue. Bonds for the propositions that pass will be used to fund a number of projects over the next several years. Paying for the bond debt over an extended period allows the property tax collected from current and future taxpayers to be used to pay for improvements. The City relies on bond funding to:

  • Finance projects over time, with a variety of repayment options and revenue streams.
  • Minimize impact on property taxes.
  • Ensure that future stakeholders will pay for their share of public improvements and services.
  • Take advantage of tax-exemptions that provide low cost, long-term financing.

Projects were determined by the City Council in regular sessions after receipt of input by City staff, various Boards and Commissions including an eight-member Bond Referendum Citizen Advisory Committee and after receiving input from Plano residents at public meetings this winter. The projects included in the 2025 Bond Referendum are based on the City’s anticipated needs for the next four-year period and have a life span greater than 20 years.

About the 2025 Bond Referendum

The Bond Referendum scheduled for Saturday, May 3, 2025 totals $647,910,000 in new authority and contains seven propositions for funding Street Improvements, Public Safety Facilities, Fleet Operation Facilities, Library Facilities and Parks and Recreation Facilities Projects. The following propositions are up for voter consideration:

Proposition A: Street Improvements - $316,470,000

Proposition B: Police Headquarters - $155,155,000

Proposition C: Police Training Center - $51,000,000

Proposition D: Public Safety Facilities - $37,485,000

Proposition E: Fleet Operations Center - $45,135,000

Proposition F: Schimelpfenig Library - $1,870,000

Proposition G: Parks and Recreational Facilities - $40,795,000

What is the impact on my property taxes?

Currently, the average home value in the City of Plano, as determined by the Collin Central Appraisal District, is approximately $579,554. After deducting the 20% homestead exemption, the average homeowner pays approximately $1,936 in taxes to the City of Plano annually based on the current tax rate of 41.76 cents per $100 of assessed property valuation. Based on projected assessed property valuation, the maximum total tax rate impact would be 2.90 cents or approximately $134.48 in annual taxes for the average homeowner. The annual taxes to repay the bonds will continue while the bonds are outstanding and the annual operating and maintenance expense for the proposed projects will be budgeted to be paid from the General Fund.

Residents of the City of Plano who are 65 years or disabled, will not be affected by the projected tax rate impact as their taxes are frozen once they apply and are granted the tax freeze by the appropriate county appraisal district.

What is the total amount of general obligation that is currently outstanding for the City of Plano?

As of March 2025, the City of Plano has $604.73 million of outstanding general obligation bonds and tax notes. Passage of all propositions in this referendum would add an additional $647.9 million in principal and approximately $291.5 million in interest over a 20-year period, the anticipated length of time the bonds would be outstanding.
