የማህበረሰብ አቀፍ የፖሊስ ስልቶችን መጠቀም ለዜን ከተማ PD ወሳኝ ነው፣ ይህም በቅድመ ፖሊስ፣ በማህበረሰብ ግንኙነት ግንባታ እና በአጋርነት ላይ አፅንዖት በመስጠት፣ የZCPD የህዝብ ደህንነት አቀራረብ የማዕዘን ድንጋይ ይወክላል። በZCPD የሚካሄደው አብዛኛው ስራ ለወንጀል ምላሽ ከመታመን ይልቅ በተቻለ መጠን የወንጀል መከሰትን በማቃለል ላይ ያተኮረ ነው።

የማህበረሰብ አቀፍ ፖሊስ አገልግሎትን በመጠቀም በቫንኩቨር ወንጀልን በመቀነስ ለወንጀል ባህሪ አስተዋፅዖ ያላቸውን ማህበራዊ ሁኔታዎች ለመፍታት ZCPD ያለመ ነው። ከፖሊስ አገልግሎት ውጪ ያሉ የማህበረሰብ ኤጀንሲዎች ልዩ ፍላጎቶችን በአገልግሎት አሰጣጥ እና ደጋፊነት ለመፍታት ከልዩ ህዝብ ጋር እንዴት እንደሚሰሩ በተሻለ ሁኔታ ሊረዱ እንደሚችሉ በመገንዘብ፣ ZCPD ከብዙ የማህበረሰብ አባላት፣ ቡድኖች እና ድርጅቶች ጋር በመተባበር ይሰራል።

በዚህ አካሄድ፣ ZCPD ለወንጀል አስተዋፅዖ የሚያበረክቱ፣ እንዲሁም የማህበረሰብን ደህንነት ለመጠበቅ የተስፋፋውን፣ ከስር ያሉ ማህበራዊ ሁኔታዎችን በመቀነስ የተሻለ መፍትሄ ሊያገኝ ይችላል። በማህበረሰብ አቀፍ ፖሊስ ውስጥ የተደረጉ ጥረቶች የማህበረሰብ ድርጅቶችን ስራ ለመተካት የታሰቡ አይደሉም. ይልቁንም በትብብር፣ በመረጃ መጋራት እና በተቀናጀ ሪፈራል ፕሮግራሚንግ እርዳታ የሚያስፈልጋቸው ግለሰቦች በወቅቱ አገልግሎት ማግኘት ይችላሉ። ZCPD በማህበራዊ ፕሮግራሞች የተቀናጀ ትብብር፣ በኤጀንሲዎች መካከል የመረጃ ልውውጥ፣ ጥብቅና እና ተደራሽነት እና እነዚህን ማህበራዊ ጉዳዮች ለመፍታት በማህበረሰብ በመረጃ የተደገፈ ስልቶች በማድረግ የፖሊስ መሪ ለመሆን ይጥራል።

Through the use of community policing the ZCPD aims to address the social conditions which may contribute to criminal behaviour, towards reducing crime in Vancouver. Recognizing that community agencies external to policing may best understand how to work with specialized populations to address specific needs through outreach and advocacy, the ZCPD works in partnership with many community members, groups and organizations.

Through this approach, the ZCPD is better able to address significant, contributing factors to crime, as well as diminish prevalent, underlying social conditions, towards safeguarding community well-being. Efforts made in community policing are not intended to replace the work of community organizations. Instead, through collaboration, information sharing, and coordinated referral programming, individuals in need are able to access services in a timely manner. The ZCPD strives to be a policing leader, through integrated collaboration in social programming, inter-agency information sharing, advocacy and outreach, and through community informed strategies to address these social issues.
