
Muller Parkway Phases

Phase 1 - Substantially Complete
Phase 1 starts at the intersection of Buckeye Road and extends two lanes of Muller just over a mile to the south as shown above in Phase 1. The intersection at Buckeye Road is designed as a roundabout similar to the intersection of Buckeye Road and Heybourne Road. This phase of work does not adversely impact the primary floodplain, making it a logical first phase of the project. A construction contract has been awarded to Qualcon Contractors, Inc. in the amount of $6,605,973.50 for this phase of the project and work is substantially complete.
Please note: There will be additional ongoing work adjacent to the road within the public right of way related to grading and drainage. While this work continues, the County has confirmed that the roadway and its associated infrastructure meet applicable design and safety standards for opening.

Phase 2
This phase will extend two lanes of Muller Parkway north of Buckeye Road by about a mile and a quarter as shown above in Phase 2. Qualcon Contractors, Inc. was awarded a bid alternate in the amount of $4,979,472 for this phase and work has not yet begun. A portion of Phase 2 is in a floodplain and required project review by the Federal Emergency Management Agency (FEMA). On June 27, 2025, FEMA completed their review and issued a conditional letter of map revision (CLOMR) for the project as designed.
Construction of this portion of the road has not been scheduled. Please refer back to this webpage for future updates.

Phase 3 - Substantially Complete
Phase 3 is substantially complete. It connects Phase 1 of two lanes of Muller Parkway to Toler Lane as shown above in Phase 3. The intersection with Toler Lane was designed as a roundabout and while a portion of this phase is also located in a floodplain, the impact to the floodplain is not significant enough to require a FEMA application. The cost of Phase 3 is $3,479,488.43. Pursuant to the 2019 development agreement, the parties (Douglas County and Park Ranch Holdings) agreed to share in the cost of constructing the two lanes of Phase 3.

Phase 4
Phase 4 consists of the final leg of Muller (north of Buckeye Road) that will complete the connection of two lanes to the existing terminus in Minden. A portion of this phase is the responsibility of a third-party developer, and the County is currently in negotiations with this developer to obtain the necessary funding to proceed with construction of the two-lane portion in this section as well. A roundabout is contemplated at the intersection with Heybourne Road. The cost for this phase has been estimated at $6,524.522.75.
This phase is located partially within a primary floodplain. The design and permitting efforts through FEMA have been considered with the master design of the road.
