The Flats on Main Street

A Public-Private Partnership Bringing High-Quality Affordable Housing to Dunedin
The City of Dunedin, in partnership with the Pinellas County Housing Authority, is excited to introduce The Flats on Main Street—a new affordable housing development located at 1422 Carnation Drive in Dunedin, Florida. This thoughtfully designed community will bring 78 high-quality apartment units to the city and serve as a model for inclusive, sustainable, and community-focused residential development.

Project Overview
The Flats on Main Street will be constructed as a series of three-story, garden-style apartment buildings, combining practical design with modern living. Upon completion, the development will offer:

  • 42 one-bedroom units and 36 two-bedroom units
  • Solid surface flooring, granite countertops, and energy-efficient appliances
  • In-unit washer and dryer hook-ups, window coverings, and ample parking
  • Community spaces including a multipurpose room, resident library, coworking area, and technology lab
    All residences, regardless of the tenant's income level, will feature the same high-end finishes and features, ensuring equity in quality and living experience.

A Collaborative Effort
The Flats on Main Street is made possible through a public-private partnership between the City of Dunedin and the Pinellas County Housing Authority, working through its affiliated non-profit, Pinellas County Housing and Economic Development, which will serve as a limited partner in the development, and the Florida Housing Finance Corporation.
Key funding sources include:

  • Florida Housing Finance Corp, the City and developer were awarded $30 million (over 10 years) in 9% Low-Income Housing Tax Credits (LIHTC) which enabled financing for the project.
  • $610,000 from the City of Dunedin
  • $10 milllion over 20 years in housing voucher credits from Pinellas County Housing Authority to help offset rents.
    This innovative financing strategy demonstrates the community’s commitment to supporting housing affordability while ensuring fiscal responsibility.
  • This development is purpose-built to meet the housing needs of extremely low-to low-income households, with eligibility ranging from 30% to 80% of the Area Median Income (AMI).
  • Development includes 24 Project-Based Section 8 Vouchers allocated by the Pinellas County Housing Authority—making up 30% of the total units. These vouchers ensure long-term housing stability for the community’s most vulnerable residents.

  • Upon completion, the development will meet all City and County code requirements and will receive green building certification from a nationally recognized organization. This underscores a commitment to environmental responsibility, energy efficiency, and long-term sustainability.
