Comprehensive Plan - Phase 2 Update

Introduction

The Town of East Greenwich is beginning the next phase of its Comprehensive Plan update - a community-driven effort to shape the Town’s future over the next decade.

The Town’s most recent Comprehensive Plan was last adopted in 2014 and has served as the foundation for guiding growth, development, and preservation efforts over the past decade. Like all long-range plans, it is intended to be periodically updated to reflect changing conditions, community priorities, and State requirements.

On March 24, 2026, the Town Council adopted an updated Comprehensive Plan as part of a time-sensitive effort to maintain compliance with recent changes in State law and to ensure the Town could continue to rely on its Comprehensive Plan when making local land use decisions. Because of this statutory deadline, the Town used a phased approach. The newly adopted plan serves as an interim update, allowing the Town to remain compliant while work continues on a fully updated plan.

We are now launching Phase 2, which is a complete update of the Comprehensive Plan that will include robust public engagement, updated data and analysis, and full alignment with State requirements. This Phase 2 process is where the community will meaningfully shape the final version of the Plan.

This is where you come in. We’re asking residents, business owners, and stakeholders to help shape the future of East Greenwich. The timeline below outlines how that process will unfold.

Your input will help shape key topics such as housing, growth, and community character. The goal is to create a plan that reflects the community’s values, addresses current challenges, and provides a clear and actionable vision for the future. The community will have multiple opportunities to meaningfully shape the final plan during Phase 2.

What is a Comprehensive Plan?


Future Timeline

The Comprehensive Plan update will take place in several stages, with opportunities for public input throughout 2026 and into early 2027.

Stages

Project Kickoff & Existing Conditions

Spring 2026
This phase establishes the foundation for the plan through data analysis, review of the 2014 Plan, and identification of key trends and priorities.

Community Engagement & Drafting

Summer 2026
The Town will gather input from residents and stakeholders while developing a draft plan that reflects community priorities and technical analysis.

Draft Plan Review

Fall 2026
The draft plan will be shared for public and board review, with feedback used to refine and strengthen the final document.

Key Milestones

The project has already reached several key milestones and is now moving into the next phase.

Phase 1 Comprehensive Plan Adopted by Town Council

The Town Council adopted an updated Comprehensive Plan as part of a time-sensitive effort to meet State requirements. This step ensured the Town could continue using the Plan to guide and support local land use decisions while work proceeds on a more comprehensive update.

Joint Public Hearing with Town Council and Planning Board

The Town Council and Planning Board held a joint public hearing to review the Comprehensive Plan update. Following the hearing, the Planning Board voted to recommend adoption, and the Town Council advanced the plan to its third reading.
