American Rescue Plan Act - Local Investment Plan

Let's do this together.

The Coronavirus State and Local Fiscal Recovery Funds provide a substantial infusion of resources to help turn the tide on the pandemic, address its economic fallout, and lay the foundation for a strong and equitable recovery.


Our community has been granted approximately $3.92 million in funds
The funds must be obligated no later than December 31, 2024 and spent no later than December 31, 2026.

**Since Town Council approval of the Towns intial plan- various other funding sources, including grants have surfaced allowing the Town to extend these available funds into other important areas in town. The Town Administration plans to present to the Council a revised plan, as required by the end of 2024 when the final committment /obligation of funding needs to be made by each municipality and state. Once obligated, all federal funds needs to be completely spent down by the end of 2026 or returned to the U.S. Treasury as part of this program.

**Statutory Eligible Uses:

  1. To respond to the COVID-19 public health emergency or its negative economic impacts;
  2. To respond to workers performing essential work during the COVID-19 public health emergency by providing premium pay to such eligible workers of the recipient, or by providing grants to eligible employers that have eligible workers who performed essential work;
  3. For the provision of government services, to the extent of the reduction in revenue of such recipient due to the COVID–19 public health emergency, relative to revenues collected in the most recent full fiscal year of the recipient prior to the emergency; and
  4. To make necessary investments in water, sewer, or broadband infrastructure

**Funds can generally not be used for:

  • Depositing extraordinary funds into a pension account
  • Certain non-federal matches
  • Debt Service
  • Legal Settlements
  • Rainy Day Funds
  • Infrastructure outside of water/sewer/broadband, or revenue loss to infrastructure projects
  • General economic development or workforce development unless related to the pandemic

This project has been set up to transparently share and gather feedback from the community on how we plan and allot funds.

"As the ARPA Program is structured for an individual community to obligate funding to select projects by the end of 2024 and expense all funds by the end of 2026, the initial program and plan approved by the Town Council will continue to evolve over the next year. Town Departments continue to work to find alternate funding sources to supplement or fully address some of the projects as highlighted in the local plan, and in those cases, the Plan will then change to recognize these additional local priorities. "
