Charter Oak Improvement

The proposed project consists of the resurfacing and widening of Charter Oak Road from the end of the existing cul-de-sac to the proposed new Dudley Road intersection, totaling approximately three quarters of a mile.
Currently, the roadway consists of 18 to 22 feet of asphalt pavement with no curbs. The planned improvements will include milling and overlaying the existing pavement with a 2.5-inch surface course while widening the roadway to a uniform 24-foot width. Roadway widening will consist of adding 10 inches of asphalt pavement section along with 4-inch rolled curb and gutter throughout the project corridor.
Additional proposed improvements include:
• Replacement of existing 4-inch concrete sidewalk where necessary
• Evaluation of opportunities to install additional sidewalk segments
• Installation of ADA-compliant curb ramps
• Pavement striping and signage upgrades
• Storm sewer system replacement and/or enhancements as needed
• Driveway replacements and adjustments as required
Due to the scope and nature of the improvements, utility relocations and easement and/or Right-of-Way acquisitions will need to be completed prior to construction. At a minimum, temporary construction easements are anticipated. However, the full extent of permanent Right-of-Way needs and property impacts has not yet been determined and will require further evaluation during design.
The current estimated cost of the project is $2,275,500, with additional $275,000 in engineering, design and construction management. To make this project budget feasible the current plan proposed to City Council has the project spanning over a three-year budget cycle expending on average $850,000 per year.
