Taxi and Private Hire Licensing Policy

Why are we consulting?

Our taxi and private hire licensing policy sets out the council’s general approach to regulating taxi and private hire services in the Borough of Elmbridge. Our primary concern is public safety which includes both passengers and drivers. Through this policy, we aim to both reduce potential risks associated with taxi and private hire services and provide transparency and consistency for anyone with an interest.

Our existing policy was published in 2020 and we are now consulting on proposed changes to ensure it remains current.

We would really like to hear your views.

This survey will be open until midnight on the 31 August.

Next steps

After the consultation closes the council's Licensing Committee will consider responses and any other relevant information and decide on whether to make any changes to the draft Policy.

We hope to publish a revised Policy in 2026.
