Banning Downtown Revitalization and Complete Streets Plan

The City Council for the City of Banning approved the Downtown Revitilization and Complete Streets Plan as a set of policies and design guidelines. This document will guide City staff, business owners, and potential investors for the City's vision for the Downtown Core moving forward.

The City of Banning is developed a Downtown Revitalization and Complete Streets Plan to improve mobility and the quality of life in the downtown area and beyond. Once complete, the Plan will improve circulation options and safe travel for all modes, incorporate streetscape and public realm enhancements, and establish a framework for attracting new investment and redevelopment.

A successful Plan for Banning identifies a community-supported vision and a path to get there. It will expand and enhance the City’s multimodal network, identify and prioritize redevelopment opportunities for the next five to ten years, and leverage Banning’s historic character, assets, and viewsheds.

What is the Study Area?
The project corridor runs approximately a half-mile, between 8th Street to the west and Martin Street to the east, and includes Ramsey Street, Hays Street, and Livingston Street. In this Plan, Ramsey Street functions as downtown’s “Main Street.”

What are Complete Streets?
Complete Streets are safe, comfortable, and convenient to travel for everyone, regardless of age or ability- including motorists, pedestrians, bicyclists, people using mobility devices, and public transportation riders. Complete Streets can enhance resident’s quality of life and provide a choice in how people get around.

Complete Streets corridors provide safe choices for people walking, bicycling, rolling, using public transit, or driving and work to eliminate gaps between them. Complete Streets also enhance aesthetics through streetscape, offer stormwater accommodation through rain gardens, and increase the economic success of a corridor by providing space for outdoor commerce.

What is included in the planning process?
This project is funded through a Caltrans Sustainable Community Grant.

The project team is developing concepts and will present these draft concepts to the public for input at the next engagment event.
