a. Emily Bressler welcomed the group and notified attendees that Doyle Morrison is out of the office. Emily will be facilitating the meeting.

III. Updates

a. Jail Population Review
i. Weekly committee reviews cases of individuals who are being held in custody for non-violent felony matters to determine if they are eligible to be released to the supervision of Pretrial Services
b. County Accessibility Linkage Lines (CALL Pilot Project)
i. Project Goal is to reduce failure to appear (FTA) by providing free cell phones for justice-involved individuals
ii. Had distributed 35 phones to date
c. Habilitation Empowerment Accountability Therapy (HEAT)
i. Will be holding graduation for the first participant. More information will be provided at a later date.
ii. Please reach out to Gerald Williams if you have a referral for HEAT

IV. Discussion

a. Mission Statement
The Pima County Safety and Justice Community Collaborative is a collaboration of county organizations and community members whose goal is to promote community equity, safety, and social justice through community-centered collaboration, transparency, and collaboration within our Justice system.
i. Comments

  1. Reduce the work “Collaboration” in order to make the statement more clear
  2. Needs to be some inclusion about recovery or the attempt provided the means for that
  3. Seems a little long. Start with “To promote….”
  4. “Justice System centers collaboration and transparency”
  5. Include education
  6. Looks great as is
    b. Vision Statement
    The Pima County Safety & Justice Community Collaborative vision is to create a county culture change, towards an equitable and fair justice system that is accountable to the people of Pima County, no longer utilizing the carceral system to consequence Pima County residents’ sufferings from poverty, Substance Abuse or Mental Health Disorders, homelessness or racial prejudice.
    i. Comments
  7. “The Vision is an equitable and fair justice system that can be held accountable by the People of Pima County and Community Partners”
  8. Need more information about specific actions
  9. Both ‘Pima County’ and ‘county’ seem to be overused
  10. Statement is too long. The vision we’re striving for is a system with a culture/approach based on public health & preventative vs. a punitive approach which isn’t effective
  11. “Emphasizing treatment, support and positive connections as alternatives to incarceration.”
  12. Remove liberation for all
  13. Include evidence-based
  14. “An equitable and fair justice system that is accountable to all members of the community, including those populations who are historically marginalized, underserved, etc.”

    i. Collaborativeive voted that there should be committees based on the different buckets
    ii. More information about how the committees would be structured is needed before individuals will register
