Hertsmere Local Plan: Public Consultation

Consultation closed on Wednesday 29th May.

The Local Plan sets out our ambitions for green, sustainable growth to ensure Hertsmere continues to thrive economically. It also details how and where new homes, jobs and essential investment can be delivered, along with required infrastructure like schools, health facilities and sustainable transport.

We'd like to hear from all our stakeholders including residents, businesses, community groups, landowners, housebuilders and statutory bodies. At this stage of the preparation of our new Local Plan, we want to ensure that we understand the views, aspirations and concerns of all groups, building on the extensive public consultation we have already undertaken.

Since 2016, we have undertaken four different stages of public consultation and, following the unprecedented response to our draft Local Plan in 2021, we've worked hard to address the concerns expressed by many people. As a result, we are focusing now on an updated vision and set of strategic objectives for the Local Plan, as well as housing and employment sites, rather than the whole Local Plan.

All responses received to this additional public consultation will be carefully considered before we submit an updated draft Local Plan to the Secretary of State. You will have a further opportunity to comment at that stage (scheduled for late 2024 or early 2025) and those responses will be forwarded to an independent planning Inspector appointed to consider our Local Plan.

Consultation dates

Consultation started: 9am on Wednesday 3 April 2024
Consultation ended: midday on Wednesday 29 May 2024

Decisions on sites to be allocated in our Local Plan will not be based purely on how many responses of support or objection are received. A range of technical considerations and the extent to which our proposals comply with national planning policy will continue to guide the preparation of our Local Plan.

How to respond

Consultation closed at 12 noon on Wednesday 29th May.
People were able to respond in four ways:

  1. The general public and local organisations were invited to respond here at our new consultation and engagement hub (text responses only, no login required. You will need to provide your name, address, postcode and email). When the consultation was open, people could read each section of the Local Plan Consultation Document and give their views.

  2. Consultees needing to upload additional documents or technical submissions were directed to our Objective platform: https://hertsmere-consult.objective.co.uk/kse/event/37932/ . (Login required. Aimed primarily at statutory consultees, developers, landowners and their representatives).

  3. By post to:

Local Plan Timeline

The text reads: 2016 An initial public consultation, including a call for sites, is held as part of the launch of our new Draft Local Plan.  2017 A further consultation, on issues and options, is held in which we asked about the type of growth you’d like to see in Hertsmere. 2018 We asked for your views on the suitability of possible locations for development after publishing a Potential Sites for Housing and Employment document.. 2019-20 We reviewed the responses and engaged with developers, landowners and infrastructure providers. 2021 We held a consultation on a full Draft Local Plan, and received nearly 18,000 responses with many of these focused on proposed sites for housing and employment. April 2022 Councillors voted to set aside the Draft Local Plan but continue the Local Plan process by carrying out the required additional technical work while awaiting clarity from the Government on its proposed changes to national planning policy.. October 2022 We held a further call for sites to get a clear understanding of land which might be available for future housing and employment, with a particular focus on brownfield sites. 2023 Further technical studies carried out, including a review of any implications for Hertsmere’s housing need from the release of 2021 Census data and further analysis of Green Belt land within the borough.  Spring 2024 We’d like your views now – a consultation on our new Draft Local Plan is open, focusing on potential sites for housing and employment, as well as an updated vision.  Late 2024* You can have your say again before our Draft Local Plan is submitted for examination by a Government-appointed inspector. *scheduled timeframe. 2025 Once it has been examined, we will adopt our new Local Plan and use it to help shape growth in the borough until 2040.
