Reconnect West Laramie

The Laramie City Council adopted the Reconnect West Laramie Plan on 1/20/2026!

Laramie is planning for a stronger, more connected future with a comprehensive effort to improve transportation links between western and eastern parts of our community. By focusing on multimodal options—such as driving, walking, biking, and public transit—this initiative will make it safer and easier for residents, visitors, and employees to move between neighborhoods. Creating better connections will not only support mobility and safety but also foster economic opportunities and equitable access to resources for all who call Laramie home.

Several barriers separate West Laramie from other areas of Laramie. These barriers include the Union Pacific Railroad (UPRR), Snowy Range Road, the Laramie River, and Interstate 80 (I-80). Residents and commuters traveling to and from West Laramie may also face several obstacles throughout their journey, including sidewalk and bicycle facility gaps, challenging roadway crossings, and limited wayfinding.

Funding & Goals

This project was funded by the U.S. Dept. of Transportation Reconnecting Communities Pilot (RCP) Grant Program. The RCP Program provides funding for two types of grants. Planning Grants fund the study of removing, retrofitting, or mitigating an existing facility to restore community connectivity; conduct public engagement, and other transportation planning activities. Capital Construction Grants are to carry out a project to remove, retrofit, mitigate, or replace an existing eligible facility with a new facility that reconnects communities. By completing the planning study, the City will be able to pursue the Capital Construction Grants and inform future City projects.

The Process?

This was a community-driven process, and your voice mattered. As we shape the vision for these critical transportation improvements, the input we received from residents, business owners, and stakeholders guided the plan's priorities and decisions. The goal is to ensure that Laramie's future reflects the needs and aspirations of those who live, work, and invest in this vibrant city. The data and your feedback has been compiled and the 3rd party consultants have completed the final plan with recommendations. Thank you for everyone's time.

The first survey helped us gain a better understanding of existing conditions and what the community wants to prioritize which will help guide the project. The second survey focused on which improvements and projects the community would like to prioritize over others. Multiple outreach events also informed this plan and allowed for course correcting through the process.

  • Improve safety for pedestrians and bicyclists
  • Enhance connectivity for vehicles, pedestrians, and cyclists
  • Develop convenient and accessible transit services
  • Expand access to jobs, services, education, and recreation

Meet the Project Team

Along with City of Laramie staff, including planners and engineers, the City of Laramie selected a consultant team lead by DJ&A to prepare the Reconnect West Laramie Plan. DJ&A is leading the transportation planning and community engagement efforts for the Reconnect West Laramie Plan. DJ&A is supported by SE Group, supporting planning, community engagement and project visuals; Zephyr Rail, leading coordination efforts with Union Pacific Railroad; and students from the University of Wyoming participating in community engagement efforts.
