What is a Comprehensive Plan?

It is a pivotal blueprint that will guide land use, development, and growth for the next 20 years. This plan is rooted in community values and aspirations, ensuring that Laramie’s future reflects the priorities and identity of the people who live, work, and invest here.

While comprehensive plans are inclusive of a broad range of community planning topics (development, housing, transportation, public services and facilities, parks and recreation, tourism, economic development, etc.), they are focused on physical planning and how these other planning topics influence development and conservation efforts in the city.

Thank you so much to all who have participated so far. This plan will be proceeding for adoption in November, 2026.

Why?

The comprehensive planning effort represents the first step in the City's larger planning cycle, which is the process of establishing City policy priorities, translating those priorites into staff work plans, allocating funding to support the work plans, using that funding to initiate projects that advance policies, and then coming together as a community to assess overall plan implementation.

Local land use plans are required by Wyoming State Statute 9-8-301. The comprehensive plan is created in accordance with these statutes.

Update Overview

Over the summer of 2025, community members shared more than 1,350 contributions through surveys, workshops, and an online social map. From downtown vitality and safer connections to protecting nature, expanding housing options, and creating welcoming community spaces, the themes that emerged provide a clear picture of what matters most to Laramie.

The first survey closed on Tuesday, September 2nd, 2025. We received over 1,100 responses! Results are shared in the document files below. The January through March of 2026 interactive Forge Exchange display has closed as well and the results on the three topics (economic development, housing, downtown) are summarized. You can see what we heard from residents through initial engagement in the righthand column.

We are now in the draft review stage of the planning process. This stage will listen to community feedback to see how well the plan captures what we have heard and if modifcations need to be made. Engagement will remain central, guiding how the plan balances responsible stewardship of resources, economic vitality, housing, and growth.

Your voice is essential. Together, we can ensure this plan reflects a shared vision for Laramie’s future.
