Westgate Connector
Following a successful public consultation and the confirmation of funding from the Combined Authority, we are progressing the Westgate Connector scheme.
The scheme will deliver changes to cycling and walking infrastructure around Burley Street, Park Lane, Marlborough Street, and Westgate making the route safer and more accessible for pedestrians, and cyclists.
Key restrictions include new crossings and footways across the Inner Ring Road and slip roads at Westgate Gyratory, converting Marlborough Street to one way with a contraflow cycle lane, new and upgraded pedestrian and cycle crossings, and upgraded bus stops.
We are now proceeding to the statutory legal advertisement of this restriction. The statutory consultation will run from Thursday 10 September to Thursday 8 October. During this period, anyone wishing to make comments in support or against the advertised restriction may do so using the contact details provided below. All representations received within the statutory consultation period will be considered in line with the relevant legislation before a final decision is made.
Should you have any queries regarding the details, please do not hesitate to contact us via the email address provided.
Details of the restrictions, including plans showing the affected lengths of highway and the Council’s Statement of Reasons for the Order are available on request by e-mailing troteam@leeds.gov.uk.
If you wish to object to, or make any representations concerning the proposed Order, you should write to TRO Team, City Development, Merrion House, Merrion Street LS2 8LX or e-mail troteam@leeds.gov.uk specifying the grounds on which your objection or representation is made no later than Thursday 8 October 2026.
The TRO process allows you to comment on the detailed elements within the scheme. If you have any queries, or wish to provide comments, you can click here ‘Westgate Connector ATF4’ under ‘Schemes’ in the ‘Tools’ section.
