Vision Zero update 2026

Our first Vision Zero Action Plan (2022–2025) is now complete. During Road Safety Week 2025, we launched the new 2025-2028 plan, setting out what we’ll do next to make sure no one is killed or serious

Leeds Safer Roads Vision Zero

Our first Vision Zero Action Plan (2022–2025) is now complete. During Road Safety Week 2025, we launched the new 2025-2028 plan, setting out what we’ll do next to make sure no one is killed or seriously injured on Leeds roads by 2040.

What we’ve achieved so far

Safer streets and lower speeds

  • 20mph zones are now in place around all Leeds schools and residential areas.
  • Speed limits have been reduced on high‑risk rural roads.
  • More speed and red‑light cameras have been installed, along with new average‑speed cameras.
  • Community speed indicator signs have been brought back.

Using data to make better decisions

  • We now have stronger local and regional partnerships and much better data to help identify where improvements are needed.
  • New technology has been trialled, including sensors to spot near misses.

Education and support for people most at risk

  • Thousands of children have taken part in Bikeability and school road‑safety sessions.
  • Targeted work has taken place with young drivers, older drivers and delivery riders.
  • Car‑seat safety checks have been offered to families.
  • Close‑pass operations (including one for horse riders) have helped tackle dangerous overtaking.

Enforcement and tackling dangerous driving

  • West Yorkshire Police continue to target illegal and anti‑social driving through operations like SPARC and SNAP.
  • ‘Fatal 5’ offences – speeding, careless driving, no seatbelt, drink/drug driving and mobile phone use – remain a key focus.

Working with the community

  • Vision Zero teams have been out at community events, festivals and city‑centre engagement days.
  • The Park Square memorial to road victims has been relaunched as a place for remembrance.
  • We’ve launched a new road‑safety mascot, Arlo, with films and resources for schools.

Leading by example

  • Leeds City Council has added telematics and safety messaging to its fleet.
  • Staff and councillors have received new training and guidance.
  • Policies are being updated to support safer driving.

What’s next (2025–2028)?

Over the next three years we will:

  • Make sure all new transport schemes follow Vision Zero safety principles.
  • Improve how we identify and prioritise streets that need attention.
  • Expand behaviour‑change work with groups most at risk.
  • Trial new types of road‑safety messaging, including gamification.
  • Increase work with young people aged 11–18.
  • Strengthen fleet safety across businesses and the council.
  • Tackle anti‑social e‑bike use in the city centre.
