Consultation results

Thank you to everyone that provided feedback on the consultation for Crossgates - Barwick Road, Swaredale Green, Manston and the Poole Estate. The consultation ran from Monday 16th September to Sunday 27th October 2024 and received 213 responses.

Your feedback is important to us and helps to shape the proposals, alongside other information including traffic, pedestrian and cycling counts, bus delay data, and road safety information. We also consider proposals in line with our Vision Zero and Connecting Leeds Transport Strategy aims.

We have reviewed and analysed all the responses and, together with the other factors listed above, have subsequently made some changes to the scheme. These are summarised at the bottom of this page.

Below are the main findings from feedback received from online surveys, paper surveys at events, postal surveys and emails.

How do you feel about our proposals overall?

Overall, 55% of respondents supported the proposals, 14% felt neutral and 31% of respondents felt negatively towards the scheme.

Free text comments

Analysing the 46 free text comments, the most common themes were:

  1. Parking Issues: Many comments highlighted problems with parking, particularly on pavements and near schools. There were suggestions for more traffic wardens and designated parking areas for disabled individuals.
  2. Cycling Infrastructure: Several comments expressed disappointment with the current cycling infrastructure and suggested improvements. Some mentioned the need for better maintenance of existing cycleways and footpaths, while others suggested learning from countries with advanced cycling infrastructure.
  3. Road Maintenance: A large number of comments emphasised the poor state of the roads, including potholes and sunken grates. Many suggested prioritising road repairs before implementing new projects.
  4. Traffic Congestion: Comments frequently mentioned concerns about traffic congestion and the potential negative impact of the proposed changes. Some suggested that making roads more inconvenient for car users might encourage walking and cycling.
  5. Safety Concerns: Many comments raised safety issues, particularly for pedestrians and cyclists. Suggestions included better lighting, more pedestrian crossings, and measures to control speeding.
  6. Accessibility: Several comments highlighted the need for better accessibility for disabled individuals, including improvements to pavements and kerbs.
  7. General Discontent: A number of comments expressed general dissatisfaction with the proposals, calling them a waste of money or a vanity project.
  8. Environmental Concerns: Some comments mentioned the need for more green landscaping and the preservation of green spaces.
  9. Public Transport: A few comments pointed out issues with the current public transport system and suggested improvements.
  10. Community Engagement: There were suggestions for better engagement with the community, particularly with residents directly affected by the proposals.

Do you feel the proposals will help meet the scheme objectives?

The chart shows whether respondents agreed or disagreed as to whether the proposals would help to meet the scheme's objectives.

Over half of respondents strongly agreed or agreed that the proposals would:

  • improve accessibility within the local community (53%)
  • make a safer and healthier place to live in and travel through (53%)
  • make it safer and more accessible for people to walk, wheel or cycle in the area (61%)
  • provide more opportunities for people to walk, wheel or cycle shorter journeys (61%)

Next steps and design changes as a result of the consultation

We have made the following changes to the proposals based on consultation feedback from the public, as well as external and internal stakeholders. Where there are no changes to the proposals, we will be proceeding with them as originally consulted on.

Initial proposal

Location

Change

Reason

Close Swardale Green at its junction with Eastwood Lane to allow space for segregation of pedestrian and new cycle route through the nearby Barwick Road and Church Lane junction

Swardale Green at its junction with Eastwood Lane

Keep the Swardale Green junction open by creating a shared-use footway for both pedestrians and cyclists at the Barwick Road/Eastwood Lane junction

See updated design:

Officers accept the desire from consultation and Councillor feedback to keep this junction open

Signed cycle symbols along the road on Church Lane, Maryfield Avenue, Poole Crescent, Cold Well Road and Farm Road

Various locations

Install the road markings but to review performance afterwards

Officers accept concerns raised during the consultation that such markings, although permitted, are not presently used widely in this way and rarely in Leeds
