Housing Leeds Feedback

Last year, more than 1,000 residents took part in our survey about how we allocate newly built council homes at Hough Top. We asked for your views on removing the 'Date of Registration Quota' so that new-build homes would be allocated based on housing need only, rather than a 50/50 split between housing need and how long someone has been on the register.

What you told us

  • 49% of you agreed with allocating newly built homes based on housing need only. 27% were unsure, and 23% disagreed.

  • Many of you supported giving priority to people with the greatest need.

  • Others raised concerns about fairness for people who have been waiting a long time.

  • Some residents wanted a balanced approach that considers both housing need and waiting time.

  • Views on whether local connection should have a strong role were mixed.

  • There was strong support for including good tenancy records and considering adaptations for disabled residents.

  • Some residents highlighted concerns about overcrowding, downsizing, and support for single parents.

What we’ve done with your feedback

Based on what you told us; we have removed the 'Date of Registration Quota'

This means:

All new council homes at Hough Top, as well as new build purchases allocated since the decision was published, are now offered based on housing need. No allocations are made based on how long someone has been on the register. The additional criteria for having a good tenancy record and a local connection still apply.

Thank you to everyone who took part in the consultation - you can read the full approved decision.
