A short update on our proposed changes at Harrogate Road and Potternewton Lane.

Harrogate Road Potternewton Lane - Summer 2020 Update

In February 2019, we held a public consultation about proposed changes along the route between Alwoodley and Leeds, including a section of Harrogate Road/Chapeltown Road covering the junction with Potternewton Lane. In total 64% of people responding to the consultation were in favour of the proposals. The materials presented at this time and the comments received are still available to view at this link .

Following the consultation, we have considered the feedback and made changes to some of the proposals for this section in response to the feedback we received. You can see the plans, below, and as an attachment at the bottom of the page. The proposals now include:

A new citybound bus lane on Harrogate Road starting at Montreal Avenue and stopping 30m north of the junction with Potternewton Lane.

New pedestrian crossing islands , with refuges, opposite Chapel Allerton Primary School and the Esso petrol station. The school crossing point will also include a widened footway at the crossing location.

Traffic signal upgrade and new traffic detection systems at the junction, to make junction operation more efficient and responsive to queues on the approaches.

160m of new northbound cycle lane .

Removal of the citybound bus stop outside the Esso petrol station (there is an alternative stop 100m to the north).

Changing the taxi rank outside Lidl to short stay general parking (2 hours max). Also conversion of the 5 parking spaces next to the current taxi rank to short stay only (2 hours max)

Removal of approximately 12 on-street parking spaces to improve safety around junctions and to facilitate the bus and cycle lanes.

The bus lane would require parking restrictions outside the row of shops between St Lawrence Street and Brantford Street . The bus lane would operate 07.30-09.30 Monday to Friday, and the seven spaces would be unavailable for use during these times. It is proposed that during the day parking is limited to 2-hour maximum stays to promote turnover for the shops.

Moving the bus stop on Harrogate Road north of Potternewton Lane approximately 100m north to the Lidl.

We are now working to finalise the designs for construction later in 2020. The parking restrictions will be subject to a further formal process to enable ‘traffic regulation orders’ to be implemented. This will be advertised by notices on lamp posts and letters to those households directly affected.

This scheme is expected to result in time savings for all users and safer crossings for pedestrians on Harrogate Road.
