Park Row Leeds

Leeds Workplace Parking Levy

Leeds City Council is consulting on proposals to introduce a Workplace Parking Levy in the city centre. This would generate funding specifically to support a tram system and enhance public transport, alongside continuing our work to transform the city centre.

Following consultation with businesses in 2025, feedback is being used to inform the business case for the Department for Transport.

Should the proposal receive support from Government, further consultation with businesses and stakeholders would take place later in 2026.

Subject to full approvals, the earliest a workplace parking levy could be introduced to Leeds city centre would be April 2029.
