Connecting West Leeds Phase 2

Background information

We held a consultation on Phase 1 in November and December 2021.

Here’s a summary of what we consulted on last time and progress to date.

A6120 Horsforth Merge

The plans extends the current merge zone providing additional capacity for southbound vehicles to merge and exit the roundabout.

The plans will reduce delay at the junction where significant queues form at peak times. The feedback from consultation undertaken in 2021 for Phase 1 showed support from all key stakeholders but congestion issues at Horsforth roundabout remain a concern for many. Several respondents felt that the merge could be extended further along the ORR to help alleviate congestion.

This scheme starts construction summer 2024 for 12 months.

Horsforth to Rodley Cycle Link

There are currently limited facilities for pedestrians and cyclists along this busy section of the Ring Road. The plans will help connect the communities of Horsforth and Rodley east and west of the Ring Road with improved and safer cycle and pedestrian facilities.

Whilst most respondents were pleased to see provision for improved walking, wheeling and cycling along the ORR, but felt that the route should be fully segregated rather than shared routes.

This scheme starts construction summer 2024 for 12 months.

Fink Hill Junction Improvements

The Fink Hill junction north of Horsforth roundabout suffers from severe congestion and lacks adequate pedestrian facilities. Consultation on a scheme to reduce delays and improve pedestrian safety took place in early 2020. The plans were well supported and the issues raised were considered in the final design process. A key concern raised was the proposed banned turns on Parkside and Rose Terrace to improve the operation of Fink Hill. This issue has now been addressed with the junction design updated to accommodate these turns.

This scheme completed construction in December 2023.
