Leeds Workplace Parking
Following last year’s initial consultation we have been reviewing responses and feedback from more than 200 businesses and organisations.
The consultation received a wide range of responses, offering both support and raising concerns about the proposed scheme.
Key themes included recognising the potential benefits of a workplace parking levy in supporting mass transit, bus reform, and sustainable transport improvements. However there are also significant reservations about the financial impact on businesses and organisations, fairness, and the existing public transport network. This includes being mindful of organisations which rely on 24-hour shift patterns and / or working during unsociable hours.
Feedback so far will be used to inform the business case which will be prepared for the Department for Transport during 2026. This will identify how revenue from the Levy would be spent and how it will be targeted to address concerns of businesses in the city centre.
Should the proposal receive support from Government, further consultation with businesses and stakeholders would take place later this year. Subject to full approvals, the earliest a workplace parking levy could be introduced to Leeds city centre would be April 2029.
The full consultation report can be read here.
