Find out more about the Holbeck Housing Repair Scheme and how the refurbishments are going.
Heart of Holbeck

The Holbeck Group Retrofit Project is a strategic initiative led by the Council to provide financial support for the enhancement of external elements of residential properties (regardless of tenure), implemented on a block-by-block basis. Please see the red boundary map below of the properties that are able to apply for financial support.
Construction works to properties started in early 2026 and will run until Spring 2027. The primary objectives of the scheme are to:
- Extend the lifespan of properties by a minimum of 30 years
- Enhance thermal efficiency
- Improve home security
- Contribute to a more attractive and cohesive streetscape
Typical works carried out under the scheme include:
- Re-roofing, including insulation of roof voids
- Chimney repairs
- Installation of high-performance double-glazed windows
- Replacement of guttering and downpipes
- Fitting of secure, thermally efficient external doors
- Application of external wall insulation with a brick-effect finish
Owner/Owner-occupiers and Private Landlords are required to contribute no more than 25% of the total cost of the improvements.
Owner-occupiers may not be required to contribute financially, subject to an assessment of their ability to pay.
All works are designed to be completed with minimal disruption, allowing occupants to remain in their homes throughout the process.
All retrofit measures are undertaken in accordance with the PAS 2035 energy efficiency standard, ensuring compliance with best practices in sustainable building performance.
We have received highly positive feedback from both tenants and property owners regarding the completed works. These improvements have significantly enhanced the thermal efficiency of the properties, resulting in lower energy costs for occupants and contributing to the reduction of fuel poverty within the community.
