A6110 Elland Road to Churwell
Consultation results
Thank you to everyone that provided feedback on our proposals for A6110 Ring Road and A643 Elland Road. The consultation ran from Wednesday 28 May 2025 to Tuesday 8 July 2025 and received 461 responses.
Your feedback is important to us and helps to shape the proposals, alongside other information including traffic, pedestrian and cycling counts, bus delay data, and road safety information. We also consider proposals in line with our Vision Zero and Connecting Leeds Transport Strategy aims.
We have reviewed and analysed all the responses and, together with the other factors listed above, have subsequently made some changes to the scheme. These are summarised at the bottom of this page.
Below are the main findings from feedback received from online surveys, paper surveys at events, postal surveys and emails.

Free text comments:
Analysing the 248 free text comments, the most common themes were:
- Severe traffic congestion and bottlenecks: A key theme is severe congestion, especially during rush hours, match days, and around key roundabouts and junctions.
Respondents mention long delays, gridlock, slow-moving traffic, and poorly timed traffic lights, blocked roundabouts, and the impact of new housing developments.
Cycling and pedestrian safety concerns: Respondents describe the route as dangerous or intimidating for cyclists and pedestrians. Issues include narrow or poorly maintained cycle lanes, lack of physical separation from fast-moving traffic, and conflict between cyclists and pedestrians. Several comments highlight that existing cycle infrastructure is underused or misused.
Mixed experiences with public transport: Bus users report that services are often delayed or unreliable due to congestion. There are comments about the lack of dedicated bus lanes, buses being held up at roundabouts, and the limited effectiveness of proposed changes.
Infrastructure, maintenance, and planning: Several comments highlight road surfaces, potholes, and unclear signage. Many respondents are sceptical about the value of new cycle or bus lanes, viewing them as underused or disruptive to car traffic.
Impact of events and local developments: Events such as football matches at Elland Road and seasonal shopping at White Rose Centre are mentioned as increasing congestion and parking issues.
Other comments included:
- Concerns over cycling infrastructure and usage
- Concerns about congestion and the impact on motorists
- Concerns about public transport reliability and bus lane effectiveness
- Concerns about pedestrian safety and shared pathways
- Concerns about value for money, disruption, and broader priorities
To what extent do you feel the proposals will help meet the objectives?

- Improve access to employment, housing, and leisure opportunities (44%)
- Make bus journeys more reliable (52%)
