Connecting West Leeds Phase 2
Frequently Asked Questions
Here is a list of frequently asked questions regarding phase two of Connecting West Leeds:
Who is leading on the delivery of this project?
The project is being led by Leeds City Council. We have worked with local people and councillors to develop ideas and will continue doing this as the project develops.
How is this project funded?
External funding has been secured for this project from the UK Government and the West Yorkshire Combined Authority (CA). £3 million comes from the Corridor Improvement Programme funded by the CA. £20 million has been awarded from the government.
What is CWL?
CWL is the abreviation of Connecting West Leeds - the name of the scheme.
What is A6120 ORR?
The A6120 ORR is the outer ring road - the carriageway that links Horsforth, Rodley and Pudsey.
What is meant by the term ‘wheeling’?
Wheeling incorporates many methods for getting around, including using wheelchairs, mobility scooters, walking aids and travelling with a pram or pushchair.
Why are you not providing segregated walking, wheeling, and cycle ways along the whole route?
We are providing segregated facilities where we can but there are a number of constraints along the route around bus stops and over bridges. The route is also a designated route for wide-load vehicles, which means we are unable to reallocate any carriageway space to cycle and footway.
Have alternative solutions been considered at Calverley Lane and Calverley Bridge?
We considered installing traffic signals on the ORR but this was not taken forward due to possibly adding further congestion.
A central reservation has also been considered but this would prevent people from turning right from the A6120 into the junctions, so will not be taken forward.
Why will right turns be prohibited at Calverley Lane and Calverley Bridge?
Currently people struggle to exit or enter the junction using a right turn manoeuvre due to the volume of traffic using the ORR. When people are waiting to turn right out of or into the junction this can cause congestion and delays on the road for all users.
What is MOVA technology?
MOVA (Microprocessor Optimised Vehicle Actuation) is used at standalone junctions. If a road is clear the system attempts to minimise delays at the lights by changing more frequently. If the road is congested the system prioritises through flow to boost capacity.
At Phase 1 there was mention of speed reduction to 50mph, where will this be?
The speed limit is proposed to be reduced to 50mph along the route of A6120 ORR from Horsforth roundabout until A647 Bramley Town End. A map of the where the speed reduction is shown in Section 10 on the proposals and survey section of this webpage.
As a result of the serious accident and recent tragic fatality near the Horsforth roundabout there has been a petition to reduce the speed limit to 40mph. Has this been considered?
When looking at reducing the speed of a road we need to follow the Department for Transport's 'Setting Local Speed Limit' guidance. The guidance supports a reduction to 50mph, instead of 40mph. This is because the road is classed as a dual carriageway ring road with little roadside development.
Will existing Dawsons Corner proposals impact upon Connecting West Leeds?
The proposals for Dawsons Corner (A647/A6120) to the south are progressing separately. The proposals were shared in 2018 and are now at a detailed design stage. The proposals will improve traffic flow and reduce delay at this junction in addition to improving provision for public transport, pedestrians and cyclists. The scheme is separately funded through the West Yorkshire Transport Fund with additional funding currently being sought from Department for Transports (DfT’s) Major Road Network (MRN) fund. Construction of Dawsons Corner is expected to start subject to all approvals in 2024.
Further information on Dawsons Corner is available here.
Who can take part in the public consultation? Can I let other people know about it?
Anyone can take part. Please tell your friends and family about it. Whether you live in, work in, or visit the area your views are valuable to help us develop our ideas.
You can submit a joint response on behalf of a group or organisation, please do so by emailing connectingleeds@leeds.gov.uk. Please also share the link with your colleagues or members so they can provide an individual response, should they wish to do so.
How will my feedback be used?
We want to understand what people think about our plans to improve connectivity on the ring road in West Leeds. Your feedback will be used by the project team to develop detailed plans for construction.
What will the personal information I provide be used for?
All personal information (such as age, postcode and gender) you provide will be anonymised and only used for analysis of the key findings and trends in this consultation. When we look at the feedback, we separate it by things like age and gender which helps us to understand how ideas may affect different groups of people. This helps us to develop our ideas. You can read our Privacy Notice by clicking on this link.
What if I have a question or concern about a specific location along the corridor, or about a specific idea suggested in the proposals?
We encourage you to take part in the survey and record your thoughts on the proposals and survey section. You can also contact the project team via connectingleeds@leeds.gov.uk.
The plans are not detailed enough. When will we see more detail?
The proposals as presented are at an early stage of development and will be refined following feedback and additional detailed design work.
Will any work on-site be carried out during the day, and what will you do to minimise any impact on businesses/residents?
The phasing of roadworks on the public highway still needs to be planned. Nearer the time of construction, local residents and businesses will be provided with more information about what will happen and where. A Construction Management Plan will be developed to minimise the impacts of construction activities on residents, businesses, and visitors.
How many trees are expected to be removed because of these proposals?
As the plans are at an early stage, we do not have a direct number of trees that will be affected. Leeds City Council will, where possible, reduce its impact on trees and if any are impacted, will seek to relocate them close to the site/in the same ward.
Any trees that need to be removed and cannot be relocated (due to the tree being dangerous, diseased or dead) will be replaced with semi-mature trees at a ratio of 3 to 1.
You can find out more about Leeds City Council's Parks and Green Spaces Strategy 2022-2032 here.
What if a tree on my property is directly affected by the proposals?
If there's any property directly affected by tree removal we will be corresponding with you directly.
How do I keep up to date with the proposals?
Provide your contact information by signing up to the news section on the consultation page. You will receive information by email about the project.

What are the next steps?
Leeds City Council are consulting on this scheme to understand public opinion before undertaking more detailed design and analysis.
Once this consultation has closed, the results will be shared on this page and detailed designs will be started.
