Red Route Restriction to be trialled between Shaw Lane and Spenceley Street
Leeds City Council is introducing a 24/7 Red Route Restriction along the A660, between the junctions of Shaw Lane and Spenceley Street, to prevent vehicles from stopping on the carriageway or cycle tr
A660 Leeds
The restriction is being introduced to safeguard pedestrians and cyclists, and to improve bus journeys and reduce congestion caused by vehicles blocking routes.
The Red Route Restriction will be marked by double red lines and is being introduced using an Experimental Traffic Order. Residents, businesses and other stakeholders will have the opportunity over the next 18 months to provide feedback on the restrictions, such as when any unexpected issues arise, so any amendments can be made if required.

Why we’re introducing the restrictions
Having considered various options, the only practical solution to safeguard pedestrians and vehicles is a red route. This has a number of benefits including:
- Reducing congestion by stopping drivers parking or waiting on the route, which obstructs traffic.
- Improving bus reliability, by helping buses to run on time because they won't be blocked by parked vehicles.
- Improving safety by keeping the road clear, improving visibility and making it safer for all road users. It also prevents private hire drivers from loitering near popular bars/pubs hoping for fares.
Parking will still be allowed in the designated bay outside the Arndale Centre and outside the terraced properties between Richmond Road and Richmond Avenue.
How you can comment on the restrictions
If you wish to formally comment on the proposals, or to object to or make representations concerning the making of the Experimental Order, you should write to City Development, Merrion House, Leeds LS2 8LX or e-mail hwayinternal@leeds.gov.uk quoting reference Amend Order 39/25 Red Route, specifying the grounds on which your objection or representation is made, by no later than 19 June 2026.
