Consultation results
Thank you to everyone who provided feedback on the A58 consultation. The consultation ran from Monday 17th March to Wednesday 30th April 2025 (this included the extension of the consultation which ran from 21st to 30th April 2025) and received 744 responses, with a high percentage of the comments coming from the LS8 postcode.
Your feedback is important to us and helps to shape the proposals, alongside other information including traffic, pedestrian and cycling counts, bus delay data, and road safety information. We also consider proposals in line with our Vision Zero and Connecting Leeds Transport Strategy aims.
We have reviewed and analysed all the responses and below are the main findings from feedback received from online surveys, paper surveys at events, postal surveys and emails.
How do you feel about our proposals overall?

47% of respondents were positive or mostly positive regarding the proposals overall. 41% were negative or mostly negative and 12% were neutral.
Free text comments
279 respondents provided free text comments. Analysing these, the most common themes were:
- Traffic and congestion issues: comments included longer journey times, problem areas such as Harehills Road, and suggestions for traffic management improvements including mini roundabouts and synchronised traffic lights
- Safety concerns for pedestrians, cyclists, and motorists: suggestions ranged from various safety measures including speed cameras, pedestrian crossings, and improved junctions, and an emphasised need for better enforcement to address dangerous areas
- Parking and access: especially around St. James' Hospital and local businesses. Respondents requested permit parking and better enforcement of parking regulations and noted delivery challenges impacting business access
Do you feel the proposals will help meet the scheme objectives?

The chart shows whether respondents agreed or disagreed as to whether the proposals would help to meet the scheme's objectives:
- 61% of respondents felt the proposals would reduce collisions and make the route safer for all road users, while 27% did not
- 57% of respondents felt the proposals would make the route safer, easier and more accessible for people walking and cycling, while 27% did not
- 56% of respondents felt the proposals would make bus journeys more reliable, while 26% did not
- 47% of respondents felt the proposals would support businesses and residents by creating a cleaner, greener and healthier place to visit and spend time in, while 35% did not

- 23 people attended the Wednesday, 3 April drop-in session.
- 30 people attended the Wednesday, 9 April drop-in session.
