Dyneley Arms

About the project

Introduction

The Dyneley Arms pub gives its name to the crossroads adjacent to it, the junction of the A660 Leeds Road and the A658 Pool Bank New Road in Bramhope between Leeds and Otley. It sits just south of the border between West and North Yorkshire close to Pool-in-Wharfedale.

It is a key junction for traffic from North Yorkshire heading towards Leeds, Bradford and the airport as well as traffic between Leeds, Otley and beyond. It is also on the signed route to Leeds Bradford Airport from North Yorkshire. The junction often suffers from congestion particularly during the morning and evening peak times leading to delay for those using the junction.

This scheme is part of the Corridor Improvement Programme (CIP) funded by the West Yorkshire Combined Authority (WYCA). The programme targets low and medium cost improvements on key strategic routes across West Yorkshire. The Corridor Improvement Programme aims to deliver benefits for all road users through reducing congestion and journey times and improving connectivity and accessibility.

Scheme objectives

The Dyneley Arm junction improvement scheme aims to:

  • Improve accessibility between Leeds, Bradford, Harrogate and Otley, boosting business growth and productivity.
  • Provide journey time improvements to key bus routes between Leeds, Harrogate and Otley.
  • Reduce congestion, leading to environmental and air quality improvements.
  • Improve journey times and reliability.
  • Help connect people to employment and skills opportunities.

Background

Leeds City Council have been investigating how best to improve the junction. There are many challenges to overcome including the steep gradient, adjacent property, ground conditions and third-party land requirements.

We have developed proposals for a small scheme which can be implemented quickly to address existing congestion in the short to medium term.

While continued development and traffic growth is likely to mean a larger scheme will be required in the longer term, this would be at a significantly higher cost. The requirements for any larger scheme are also not yet clear – they will be dependent on if, and when other schemes and developments come forward.

We believe that the scheme we are proposing best meets our objectives at a low environmental and financial cost. The proposals can also be delivered easily and quickly within the funding available.
