Dyneley Arms

Thank you for your interest in our proposed improvement scheme at the Dyneley Arms Junction and for the feedback you provided.

We held a public consultation on our proposals between 16th July and 9th September 2019. People were able to provide feedback online, by email, phone or letter. Over 2,120 visitors accessed the materials online during the consultation period. In total 227 responses were received, of which 68% were positive or neutral. Since the consultation we have been considering the comments received and continued to progress the design responding to feedback where we can.

Respondents generally agreed that this junction did require improvement. The key feedback received and our responses are summarised below:

  • Concerns pedestrian crossings were not included in the plans . Controlled pedestrian crossings now included on the A660 Leeds Road and A658 Pool Bank to facilitate bus interchange and improve pedestrian safety.
  • The need for a dedicated right turn lane or bay for traffic heading from Otley (A660) to Leeds-Bradford Airport (A658) . A right turn lane has now been included in the plans.
  • Consider traffic heading north on the A660 and turning right towards Pool-in-Wharfedale. Updated traffic signals to allow traffic from Leeds to turn right to Pool without conflict.
  • Provide cycle lanes leading up to the Advanced Cycle Line . A shared foot / cycle way is now included on A658 on the approach to the junction from Pool.
  • Right turn pocket for traffic from Pool towards Otley not sufficient. Introduction of a right turn lane on the approach to the signals.
  • Respondents surprised about the costs, relative to the scale of the proposed changes. The costs have been reviewed and have been reduced from the previous estimate and also include for moving utilities/telecoms equipment where this is required to deliver the scheme.
  • The improvements were not enough, and a larger intervention would be required . The proposals will result in improved operation of the junction along with providing increased safety for pedestrians. Due to constraints around the junction it is not possible to provide a larger intervention at this time.
  • We have now submitted a business case to West Yorkshire Combined Authority to secure funding for the scheme. We expect to start construction in late summer 2020 with completion expected in early 2021.
