Pathways to Removing Obstacles to Housing (PRO Housing) Application

The City of Lewisville is soliciting public comment on the Pathways to Removing Obstacles to Housing (PRO Housing) grant application to be submitted to the U.S. Department of Housing and Urban Development (HUD) for consideration for receipt of funds for 2024-2029 and outline program focus each year. The document is available for viewing from Wednesday, September 25 through Thursday, October 10 at 151 W. Church St., at the Building Inspections counter and at the Reference Desk at the Lewisville Public Library.

Public Hearing: Lewisville City Council will be holding a public hearing for the PRO Housing application and receive public comments on Monday, October 7, 2024 at 6:30 p.m. at City Hall, 151 W. Church St.

Application Summary: The City of Lewisville is applying for $5,000,000 to remove various barriers to affordable housing. Proposed projects include the rehabilitation of single family and low-density housing and the preservation of multifamily housing.

Project 1: Preservation
Assist in incentivizing existing multifamily apartment complexes to provide affordable units and health & safety improvements.

Process:
Incentivize multifamily apartment complexes and pair program with existing Multifamily Accessibility Program to provide rehabilitation, affordability, and increased accessibility.

Barriers Addressed:

  • Access to financing for affordable housing developers seeking land or construction costs that require affordability
  • Lack of financial capital to extend the life of multifamily housing stock which makes up the majority of tenant options available

Requesting: $2.25 million
Serving: 95 households annually

Project 2: Conversion
Identify properties where there are vacant or under-utilized structures and purchase those properties to create affordable single family homes or middle-size housing (duplexes, townhomes, condos, etc.).

Process:
Partner with nonprofit community housing developer to create low-density housing options. Determine if home is best-suited for rental vs. homeownership opportunity.

Barriers Addressed:

  • Access to financing for affordable housing developers seeking land or construction costs that require affordability
  • Insufficient supply of diverse housing stock options (missing middle-type housing)
  • Absence of buildable land available for purchase

Requesting: $2.25 million
Serving: 10 households
