About

The City of Lock Haven is focused on increasing safety for all users of our street, sidewalks, and pathways! We recognize there are a variety of ways to get around out city and want to ensure each mode of transportation is able to be used safely. The city's 2021 comprehensive plan, Destination Lock Haven, led to multiple goals centerd on active transportation, mobility, and overall maintenance and safety of our transportation network. Based on these goals, the city is working to complete projects and plans that will enhance the daily travel of residents and visitors.


Active Transportation

What is Active Transportation?
Active Transportation includes bicycling, walking, rolling or other modes that are typically human-powered, non-motorized transportation, but may also include smaller electric-powered options such as e-scooters, e-bikes, and riding the bus.

What is the purpose of an Active Transportation Plan
Planning for active transportation involves creating safer, more accessible, and interconnected environments with inviting networks of sidewalks, trails, and shared paths. When more people have safe and convenient ways to travel, it leads to healthier communities because people are more active, which helps to prevent chronic health issues. When Active Transportation is easy to access it becomes a regular part of daily life, but often there are obstacles that make it difficult to travel safely without a car. Lock Haven wants to improve the quality of life of residents by having a more connected community.

Linking Lock Haven - Our Active Transportation Plan

About Linking Lock Haven
The Lock Haven Active Transportation Plan, titled, Linking Lock Haven, provides recommendations for improving the future of walking, biking and rolling across Lock Haven. The recommendations will be used in decisions to help connect people to where they want to go, whether they use active transportation for the whole trip or just a part of it, such as the walk to a bus stop, the connection to the BEVT, the bike ride to work or to downtown for a meal, or rolling home via wheelchair or scooter, etc. Because it shows there is an agreement on needed improvements, an ATP can also help attract funding opportunities.

Who is involved?
The creation of the Linking Lock Haven was led by a 20-member Committee charged with overseeing the planning process and providing input. The Committee is made up of a diverse set of residents and other key stakeholders who work closely with City Staff and the Consultant Team from Thomas R. Harley Architects to develop the plan. The Lock Haven City Planning Commission also reviewed the plan priorities throughout development and recommended the final plan for adoption by Lock Haven City Council.

How was the plan development funded?
The plan was funded by the City of Lock Haven, Clinton County Government, and Pennsylvania Department of Health’s WalkWorks* Program administered by the Pennsylvania Downtown Center.

Linking Lock Haven Adoption
The final Linking Lock Haven plan was adopted by Lock Haven City Council on September 22, 2025 at their regular meeting. The plan can be found here: LINKING LOCK HAVEN

Active Transportation Plan Survey Opens!

This survey was created to gather input about all modes of transportation in the City of Lock Haven. This about where you feel safe walking or biking or what intersections need some work. Share your ideas for a safer future for everyone to travel around the city!

The survey closes February 28, 2025! The results will be compiled into our new Active Tranportation Plan to be adopted in September 2025.

Draft Plan Available for Public Review

Linking Lock Haven Adopted by City Council

The Linking Lock Haven active transportation plan was adopted by Lock Haven City Council on September 22, 2025 at their regular meeting. With the help of this plan, we can move toward a safer transportation netwrok for all! There are many concerns that will continue to arise, even after the adoption of this plan, so please stay involved and share your thoughts, ideas, and concerns with City Staff and Officials.
