Through extensive community engagement and stakeholder input, the city has identified key needs and priorities, leading to the development of Lock Haven's revised Comprehensive Plan. Adopted in April 2021, the Destination Lock Haven Plan embodies a vision for sustainable growth, balancing preservation of our unique heritage with embracing innovative opportunities. Special Studies
Destination Lock Haven includes two special studies focues on Federal Opportunity Zones and Housing. The studies take a deeper look at econoic develop strategies and sustaining and equitable housing stock in the City of Lock Haven.

3-Year Campus Check-In
A Future Action identified in the Destination Lock Haven aimed to connect with students, faculty, and staff at, what was then, Lock Haven University. This was due to the lack of students on campus due to the COVID-19 Paandemic and the uncertain direction of integration conversations within the Pennsylvania State System of Higher Education (PASSHE). As a result, Destination Lock Haven recommended staff to reconnect with campus 3 years after the adoption of the plan. This process started with campus engagement and surveying in fall 2024 and led to various discussions with stakeholders, including the Town & Gown Committee. The final document was adopted by Lock Haven City Council on September 22, 2025 and provides 5 new goals focused on enhancing the connecting between Commonwealth University - Lock Haven campus and the surrounding community.
