Using your insights, as well as additional traffic reviews and site investigations, we are proposing:

Permit parking: Residents in the west of the Lee and Hither Green area raised concerns about inconsiderate parking, commuter parking, parked cars causing congestion and abandoned vehicles leaving limited space for residents to park. To address this, we are proposing permit parking in these streets, and those nearby, to reduce the risk of displacement parking. Introducing permit parking on these roads will prioritise resident parking, reduce commuter parking, enforce against illegally parked cars, and adjust parking layouts to make it easier for cars to pass safely. Residents living in the southern part of Hither Green, who did not report parking issues, will not be included. 

The proposed permit parking would operate from 9am to 5pm, Monday to Friday. Some short-term business parking would be introduced near shops and services. If you have a delivery during the permit operating hours, or if you are a business who needs to load or unload, this can happen on all single yellow lines in the area.

There will be more than one permit parking zone in the wider area and some existing permit zones will be merged following feedback, but exact boundaries will be determined following the consultation.

Pavement parking: Many residents said pavement parking was not needed and made it difficult for people to walk on the footpath, especially on Manor Lane, Ennerdale Road and Leahurst Road. We are proposing to remove formalised pavement parking on The Woodlands, Torridon Road, sections of Milborough Crescent and Manor Lane to make them safer and more accessible. In some locations, pavement parking could not be removed because of the width of the road.

Some pavement parking also happens on streets where there are no formal pavement parking bays. On these streets, if permit parking goes ahead, it will be introduced on the road and not the pavement, meaning vehicles could only park legally in the permit bays provided on the road and not on pavements. 

If permit parking is introduced in these areas, it will be rigorously enforced, including enforcing against illegal pavement parking.

Street trees: There was widespread support for more trees to provide shade, make streets more attractive and replace those which have been lost in recent years. We’ve identified seven possible vacant tree pits where we will plant trees.

Cycle storage hubs: Many residents said they needed secure places to store their cycles. Eleven new cycle storage hubs are proposed in the designs for the Lee and Hither Green area. 

Electric vehicle charging points: Residents requested EV charge points to support their current vehicles or encourage future purchases. We have identified 15 possible locations to install EV charging points, all within 400 metres of the requested areas, to promote zero-emission vehicles and reduce street pollution.

Safer crossing points: Many residents requested safer crossing points and reported issues with visibility due to parked cars. 

We are proposing double yellow lines within 10 metres all junctions to prevent cars from parking too close. This will improve visibility for drivers and pedestrians, making it easier and safer for people to cross the road.

Following the public consultation, we will refine the designs based on community feedback. After this, the plans will progress to statutory consultation.
