It involves entering people’s homes, responding to their routines, and adapting buildings that carry long histories of maintenance, neglect, and everyday care.

The programme is rooted in Lewisham Council’s Housing Retrofit Strategy, which sets out how we aim to improve energy efficiency, reduce emissions, and tackle long-standing issues like fuel poverty and damp—starting with the homes that need it most.

What is the Lewisham retrofit programme?
The Lewisham Retrofit Programme is a council-led effort to upgrade homes across the borough so they are easier to heat, better ventilated, and more resilient in the face of rising energy costs and changing weather. It includes improvements like insulation, ventilation systems, heating upgrades, and in some cases, solar panels.
The programme is one part of Lewisham’s response to long-standing problems: homes that are cold, damp, or expensive to run. These issues are not evenly spread: some households experience them more severely due to age, disability, low income, or building type. The retrofit programme focuses first on those homes most in need.
All retrofit works follow PAS 2035 standards, which guide how assessments, design, installation, and follow-up support are carried out. Just as importantly, the programme is designed to involve residents at each stage, recognising that people who live in these homes have important knowledge about what works, what doesn’t, and what needs to change.
The current phase of retrofit work in Lewisham is supported through the government’s Warm Homes Programme, with funding secured via the Social Housing Fund Wave 3 (SHF3). This investment enables the Council to prioritise homes that are hardest to heat or maintain, and to deliver high-quality energy upgrades across a wide range of housing types.
