We want to hear your views on our plan to tackle rogue landlords and improve neighbourhoods by introducing selective property licensing for landlords in parts of Lewisham.

We have launched a consultation on plans to implement a selective licensing scheme covering all privately rented properties occupied by a single household or two unrelated individuals in certain parts of the borough.

We are proposing three selective licensing designations that would cover 16 wards for a period of five years. If approved, all landlords and or managing agents with properties in the area that are privately rented to single households (or two sharers) will need to apply for a licence to legally let the property.

Designation One would cover Brockley, Lewisham Central, New Cross, Rushey Green, Catford South and Perry Vale wards (focused on reducing anti-social behaviour and improving housing conditions).

Designation Two would cover Evelyn, Ladywell, Lee Green, Sydenham and Crofton Park wards (focused on improving housing conditions).

Designation Three would cover Bellingham, Downham, Forest Hill, Grove Park and Whitefoot wards (focused on raising the living conditions of the most deprived)

We want all landlords, tenants, residents and business owners to have a say on housing in the community. That’s why we have extended the consultation period and made the consultation quicker and easier to complete

Prior consultation

Summer 2019
The Council carried out a consultation on this issue in 2019. However, the process of moving forward from that consultation was halted by the Covid-19 pandemic. The Council has reviewed housing conditions post lockdown and this has led to a fundamental rethink on how best to operate a Selective Licensing Scheme in Lewisham. As we move forward with a revised scheme, we need to run the consultation again.

Approval for new consultation

October 6th 2021 - October 7th 2021

Our consultation on these proposals runs from 20 October 2021 to 10 May 2022.

Decision making process

May 2022 - July 2022
After the consultation closes in May 2022, we will produce a report of the consultation results. The report, alongside other evidence on the impact of the proposed schemes, will be considered by the Mayor and Cabinet as part of the decision making process. If the decision is made to apply to the Secretary of State for Selective Licensing, the consultation report will form part of the application to support the secretary's decision making process.
