Consultation process: Hoe Street to Woodford New Road

In July 2023, we carried out a public consultation with the local community on our plans for Forest Road between Hoe Street and Woodford New Road. The plans aimed to build on the temporary scheme introduced in 2020 and connect with previously completed sections of Forest Road, transforming it into a route that helps people walk, cycle, access public transport and feel better connected to the surrounding community, amenities and services.

Consultation activities included an online survey and mapping exercise, direct outreach to key stakeholders and two resident drop-in sessions. These activities were advertised by sending 6,000 consultation booklets to all properties in the area, on-street posters, news stories in Waltham Forest's Have Your Say newsletter and on social media platform NextDoor. 

Thank you to everyone who took part in the consultation and provided feedback on the proposals. In total, 434 people responded to the online survey. Respondents were generally supportive of the scheme, especially proposals to increase planting and green space. During the consultation, people  provided key local insights which were used to refine the designs. Due to the feedback received:

• Two-way access on Ulverson Road will be maintained.
• The crossing on Beacontree Avenue will not be relocated. 
• Where feasible, pedestrian island and crossings at junctions will be widened to allow for a minimum width of 2.4 metres where space is available and a minimum of 2 metres where space is limited.
• The cycle and pedestrian crossing near St John's Road and Woodstock Road will be changed to minimise conflict between cyclists and pedestrians.
• The pedestrian and cycle crossing outside the main entrance to Fellowship Square will align centrally with the entrance gates.
• We conducted a review of the location of disabled bays.
• The trees near the junction of Winsbeach will be retained and drainage issues around Hale End Road have been investigated.
